This position is in the Operations Section within Engineering Service and is under the general supervision of the Operations Section Chief with work subject to review for quality, timeliness, completeness and adherence to policies, priorities, project schedules and detailed work plans.

Duties

Major Duties:

  • Responsible for the complete maintenance, troubleshooting, modification, calibration, overhaul, adjustments, test, repair and preventive maintenance (PM) of all HVAC/R and Machine Shop equipment.
  • You must have experience or general knowledge of Steam generation and distribution, Plumbing and Pipefitting, and General Equipment Systems such as generators, pneumatic tube systems and elevator systems.
  • Approves overall annual leave on a yearly basis for Machine shop and HVAC/R subordinates and monitors sick leave usage. He/she carries out disciplinary actions when necessary and investigates grievances and complaints to resolve them informally at the lowest.
  • Initiates and monitors both service and maintenance contracts are to assure that the performance of contractors meets requirements of the contract specifications and VA standards.
  • Acts as a technical advisor, subject matter expert, regarding the operation, effectiveness, maintainability, serviceability, and utilities, space, and environmental requirements of equipment, including their interrelationships with other equipment and the physical plant.
  • Expected to perform as a competent, skilled journeyman.
  • Actively and continually develops, maintains and applies up-to-date knowledge ability and skills through on-the--job training and experience.
  • Performs other related duties as assigned and may be required to become familiar with some of the basic functions, procedures, methods and skills of other related work functions and assist in these functions in the absence of personnel, to the extent of the employee's capabilities.
  • Relied on to independently handle many of the unprecedented technical problems without assistance.
  • Plans and schedules the use of employees on a week to week or month to month basis establishing deadlines priorities and work sequences while adhering to engineering's deadlines.
  • Coordinates work with other shops to complete projects within preset time frame.
  • Investigates work related problems to determine the cause of excessive cost or low productivity and implements corrective actions to resolve problems within their level of authority.

Work Schedule:

This position requires Shift Work coverage from Monday- Sunday between 6pm-6am as needed.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C.

SCREEN-OUT: This position requires the applicant to have the ability to perform the work of a lead or supervise as an Operations Supervisor. This lead/supervisory work includes: overseeing multiple areas within a facility (i.e. Boiler Plant, Water Treatment Plant, and outside utilities); determining specific assignments for subordinates; applying technical expertise (i.e. steam generation, water treatment and distribution, sanitary sewer/ storm water systems, industrial equipment, etc.) necessary for the operation of a complex organization (i.e. hospitals, etc.); coordinating and planning schedules, workload and staffing needs; providing supervision and assistance on complex repairs and maintenance; estimating maintenance and service-support related costs for areas under your supervision.

Driver's License Requirement (Screen-out): This position requires a current and valid state-issued driver's license to operate government vehicles to perform the official duties of the position. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: The incumbent is required to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. Incumbent frequently lift and carry tools, equipment, and parts weighing up to 20 pounds and, less often, up to 50 pounds. Occasionally, incumbent lift or move with assistance, moderately heavy objects weighing more than 50 pounds.

The work is performed both inside and outside. Incumbent may be required to make modification and installation in adverse weather; in work areas that are noisy, dirty, dusty, and greasy; on scaffolding or cranes at heights of 30 or more feet; manholes of 30 feet deep, and occasionally exposed to the possibility of injury from falling, electrical shock, bums, and rotary devices such as electrical motors. Incumbent occasionally works in areas requiring the use of respirators. Incumbent may complete modification and installations from ladders, scaffolding, platforms, and other hard to reach places. They usually perform work inside well lighted, ventilated and heated areas. Floors are sometimes uneven, oily, and slippery. Mechanics are frequently exposed to moving objects and sharp edges with the possibility of cuts and bruises. Dirt, grease and dampness are frequently encountered.
