Summary

This position serves as the Community Based Outpatient Clinic (CBOCs) Business Manager (BM) at the Michael E. DeBakey VA Medical Center (MEDVAMC). Assist the Chief with the overall planning, development, implementation, direction, control, and oversight of activities within the outpatient clinic, including Support Services. Acting as the clinic director / manager in his/her absence of the clinic or service care line.

Major duties and responsibilities include but not limited to:

  • Responsible for the administrative supervision and management for the Health System Specialist CBOCs, Health System Specialist (Sub-specialties), Budget Technician, plans, organizes, and oversees the activities of the Community Based Outpatient Clinics.
  • Establish, revise, or review policies, procedures, mission objectives, and organization design for the staff relating to the broad area of patient administration.
  • Establish guidelines and performance standards for staff, which are clearly communicated through the formal employee performance management system.
  • Provide program direction and guidance to subordinate staff, effectively assigning tasks and delegating authority needed to carry out assigned duties.
  • Plan and direct the administrative and technical aspects of personnel management, coordinating such functions through subordinate managers.
  • Collaborate with other operations and program managers to ensure integrated goals and priorities for the Community Based Outpatient Clinics are identified and achieved.
  • Maintain a constant surveillance of the Community Based Outpatient Clinic compliance with standards of the Joint Commission and other accrediting and regulatory agencies.
  • Plan and assume full administrative responsibility for the development and direction of functionally disparate programs and physical dispersed staff.
  • Responsible for direction of a human resources management program for the Community Based Outpatient Clinics and works with Human Resource Management in the employment of General Schedule (GS), Title 38, and Hybrid-Title 38 staff.
  • Responsible for the management and control of funds, including participation in the annual budget development of operation of the Community Based Outpatient Clinics and cooperates with other Care and Service Line Executives in the conflation of the Medical Center budget, including allocation of funds and recommendations regarding staffing requirements, cost effective technological advances, equipment, projects, and supplies.
  • Direct all administrative activities of the Community Based Outpatient Clinics including budget and fiscal management, human resource management, strategic planning, and program management and evaluation.
  • Formulate policies and operating procedures, ensuring compliance with VA regulations, statutes, and the standards and requirements of assorted internal and external reviewal.
  • Coordinate and expand the use of all pertinent resources available for patient care, develops extensive community relationship/partnership with individuals and with health, social and welfare agencies; maintain cooperative relationships with corresponding services at nearby military installations and other VA medical facilities.
  • Responsible for the formulation, execution, and fiscal management of the budgeting plan for the Community Based Outpatient Clinics.
  • Prepare procurement request rationale documents for submission to the Contracting Office.
  • Manage quality assurance, practices TQI, ensures improvement activities for all programs in his/her area and compliance with all applicable accrediting organizational standards.

Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the Agency

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/08/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience would typically include but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Note: This experience must experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
