Major Duties: This is not an all-inclusive list

A SUPERVISORY DISTRIBUTION FACILITIES SPECIALIST, GS-2030-10, 1. Assists in the development of plans and directs work within the DOL to include such functions as inventory and storage management, quality assurance, maintenance, procurement and property utilization and disposal. Items managed fall into such categories as subsistence, medical supplies, petroleum, and common use supplies. Reviews, analyzes, and interprets supply directives and procedural instructions and plans operating procedures to render the best possible support to the training site and supported elements. Directs activities concerned with salvage and protection of supply items. (25%)
2. Performs a number of supervisory functions within the DOL such as: Implements provisions of personnel management such as equal employment, merit promotion, performance appraisals, counseling, incentive awards, etc. Evaluates supervisors and reviews evaluations made by supervisors on other employees. Hears employee grievances and may deal with union representatives. Plans work schedules and makes assignments to subordinates. Makes decisions on work problems presented by subordinate supervisors. Interviews and makes selections for nonsupervisory positions; recommends selections for supervisory positions. Initiates formal requests for personnel actions. (25%)
3. Renders technical assistance and guidance to the DOL, Base Operations Manager, and higher levels of outside command for logistical services, and assists all other directorates with requisitioning supplies and equipment. May serve as the approving official for all GTC Government Purchase Card (GPC) Holders and provide management and assistance related to the GPC program. (15%)
4. Reviews, proposes, directs the development of and/or develops local supply management directives including those pertaining to warehousing and stock control. Develops local operating instructions for implementation and ensures compliance. (15%)
5. Meets with National Guard Bureau personnel, other governmental agencies, state National Guard Commands and activities on logistical warehousing and storage matters, plans, policies and directives. Collaborates with other units to coordinate work-related changes affecting other units as well as plan for future training exercises. (10%)
6. Assists in the development of plans to support organizations utilizing the GTC. Such plans may include but are not limited to: expansion during Large Scale Mobilization Operations (LSMO) with coordination between Army Subsistence Command and other agencies to ensure the Logistics Civil Augmentation Program (LOGCAP) and other logistical contracts are prepared in the event of mobilization operations, and providing support to elements for Domestic Operations (DOMOPS) and under the Defense Support of Civil Authority (DSCA) which may include joint operational support and State missions. Develops plans to logistically support emergency operations in the event of severe weather events and natural disasters. (10%)

MILITARY COMPATIBILITY:
Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access. Items checked include, but are not limited to all criminal history record information, employment history, education and fiscal accountability/responsibility.

The individual selected must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota Army National Guard.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. MILITARY GRADES: OFFICER O1-O3

Failure to obtain a compatible MOS may result in termination of employment.

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:1 year equivalent to at least GS-9. Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems.GS-10 - 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training planning layouts of storage. Experience compiling, analyzing and using data concerning storage space allocation, equipment uses, maintenance and personnel use. Experience conducting and completing projects and studies related to distribution and storage operations. Experience conducting surveys and providing technical assistance in determining the use of storage areas and the allocation of storage space.

EDUCATION: If qualifying based on education, Master's or equivalent graduate degree
or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if relate

AREAS OF PRIORITY: In Accordance with MN National Guard Regulation 690-335 (Army) or 36-1 (Air), Applications will be forwarded to the selection official to conduct reviews by area of priority as listed below

Area 1: Current On-board Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.

Area 2: Current Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired at a sister component that is identified on the Position Vacancy Announcement (PVA), including onboard Title 5 employees that are also current members of MNNG; i.e. Army MNNG to Air MNNG, Air MNNG to Army MNNG.

Area 3: All Minnesota National Guard members currently assigned to the MNANG or to the MNARNG applying for a position within the component in which they are currently assigned. i.e. temporary technician or Traditional Guardsman.

Area 4: Currently assigned service members in other branches of the military outside of the Minnesota National Guard, to include those assigned to Active Duty, Reserve or other state's National Guard.

Area 5: All individuals able to and willing to become members of the Minnesota National Guard including prior service not currently assigned to a military component and non-prior service US civilians.


Evaluation Factors: Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. The applicant is credited with actual number of months the member has been in the National Guard if the experience is related.
