  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • The employee may be required to work aboard surface vessels while underway on trial runs and regular operations.

  • This position is identified as a position performing Cybersecurity functions and as such is designated with the Following Cyber Security Data Element Code: Operate and Maintain (40), Customer Service and Technical Support (41).
  • This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area 801 – Program Manager
  • and as a condition of employment incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2.
  • Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties
  • for the position to which you are assigned, and Participate in a continuous learning program as described in SECNAVINST 1543.2.
  • A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • In-depth experience of C4 systems life cycle planning, management, operations, and sustainment.
  • Experience providing direct oversight of shipboard C4 system installations.
  • Experience assessing and addressing the effectiveness of current technical and support services, such as equipment, networks, solutions, and cybersecurity activities.
  • Expert experience providing guidance on installation, maintenance and sustainment activities for new and existing C4 systems
  • Expert experience policy originating from higher organizational levels including DoD, DON, Fleet and Type Commanders to effectively manage and oversee the C4 systems
  • Experience with acquisition and life cycle management policies, procedures and practices to include cost and economic analysis principles, techniques, and practices.
  • Expert Experience with analytical techniques, and methods used to evaluate and determine the requirements in support of network, electronics, and communications equipment and systems.
  • Experience developing creative solutions to resolve complex shipboard C4 system integration problems.


Examples of Qualifying Experience:
  1. Attention to Detail - Identify and administer process improvement across all subordinate units to improve production and increase quality of work.
  2. Customer Service - Maintain direct interaction with customers to determine the level of support required to effectively manage C4 resources. Establishes and maintains customer support resources/tools to aid the customer in the accomplishment of the customer mission. Meets informally and formally with customers to optimize the level of support provided.
  3. Oral Communication - Communicate complex technical requirements to non-technical personnel and prepare/present briefs to senior management officials on complex/controversial issues.
  4. Problem Solving - Resolve complaints from employees, refer group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
