This opportunity is ONLY OPEN to qualified full-time or part-time GAO employees on permanent appointments. This procedure will be conducted under the processes outlined in GAO Order 2335.8.
Band IIB staff apply mastery of audit and evaluation design and implementation to highly complex tasks, assignments, and projects having problems or issues not susceptible to treatment by generally accepted methods. With the supervisor providing administrative direction, Band IIB employees have full responsibility for planning and carrying out projects and assignments. Completed work is considered authoritative and normally accepted without significant change. Assignments require the resolution of critical problems affecting the work of other experts or major aspects of GAO programs, engagements, or other activities. As a technical authority, the Band IIB employee must frequently interpret nonspecific guidelines and develop applications to specific assignments. Duties of Band IIB staff involved in engagement execution include, but are not limited to the following:
Leads engagements by managing all aspects of design, data collection and analysis, message development, and report writing, and ensure the quality and value of all related products for the full range of engagements;
Applies insight, experience, and judgment in planning and managing all aspects of work to maximize team effectiveness;
Leads by example through initiative, creativity, and flexibility in conducting work, and through anticipating and dealing effectively with obstacles;
Develops highly productive relationships with internal and external parties, fostering teamwork, collaboration, coordination, and matrixing to accomplish goals and effectively utilize engagement resources;
Recognizes and leverages members' knowledge, skills and abilities; consistently provides appropriate direction, guidance, and opportunities; and motivates and teaches others to achieve high quality results in a timely manner; and
Provides constructive input and promotes and supports organizational policies and change efforts after related decisions are made.
You must meet all qualification requirements by the effective date of promotion.
Must be a current full-time or part-time GAO employee on a permanent appointment.
You must have been informed that you were rated "best-qualified" in your previous application for promotion consideration as a Band IIB, Sr. Analyst (series 0347, "general" Analyst). This does not include having been previously rated "best-qualified" for a Band IIB Specialist position or for a Band IIB (National Security) position.
Job locations are based on agency needs. Generally, you will remain in your current official duty station (ODS) if selected. However, based on agency needs, you may be offered a position in a different location and if you accept, your ODS will change.
