The Administrative Office of the U.S. Courts, Technology Solutions Office (TSO), Emerging Technology Division is seeking an experienced Supervisory Information Technology Specialist to serve as the Chief of the Innovation and Research Branch.

The Supervisory Information Technology Specialist (Branch Chief) is responsible for driving the development of new and innovative products, services, or processes; developing and articulating a clear vision for innovation and research across the Judiciary; aligning innovation goals with business and IT strategies; and identifying emerging trends and opportunities in the industry.

This position requires a combination of strategic thinking, technical expertise, and leadership skills to inspire and guide a team of researchers and innovators. The position also requires a deep understanding of technology and the business operations of the Judiciary to successfully drive innovation, effectiveness, and customer satisfaction.

Duties of the position include, but are not limited to:

  1. Collaborating with the Chief of the Emerging Technology Division and the Chief Technology Officer to establish and support the Judiciary's innovation program.
  2. Developing and executing a comprehensive business plan for the establishment of a research and development function.
  3. Conducting market research and analysis to identify trends and opportunities.
  4. Leading teams of technical engineers to develop proof of concept and prototypes to verify feasibility, usability, and functionality.
  5. Providing technical assistance in support of innovation projects to other TSO divisions and branches.
  6. Prioritizing features and enhancements based on customer feedback and business objectives.
  7. Fostering a collaborative and innovative work culture.
  8. Identifying and evaluating new technology opportunities to drive innovation and continuous improvement within TSO's product portfolio.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:

  1. Serving as a senior-level leader in the field of emerging technology, research and development, and/or innovation.
  2. Leading, managing, supervising, and directing staff with responsibility for staff's personal development, skills assessments, training guidance, and performance
  3. Working with IT executives and leaders and developing and presenting opinion papers, analysis, roadmaps, and presentations communicating complex business and technical scenarios and problems to C-suite and senior management.
