As a EDUCATION SERVICES OFFICER, GS-1740-11 your duties are below.

  1. Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that align organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Reviews and provides advice on organization missions, functions, and manning of serviced units, including Reorganization, Activation, Deactivation, and Transformation. Identifies, analyzes, and provides recommendations to supervisor on significant issues and problems related to work accomplishment.
  2. Provides oversight as principal advisor and consultant to the MILPO and TAG. Provides advisory services to battalion and unit commanders concerning the incentives available to their assigned personnel. Ensures that leadership is in compliance with statutory and regulatory guidance to maximize program effectiveness.
  3. The incumbent functions as the principal liaison between Army National Guard (ARNG) members and participating public and private educational institutions. Numerous contacts with these institutions are for the purpose of negotiating agreements for a variety of traditional, non-traditional, and special purpose education programs.
  4. Formulates human resource and administrative procedures and policies based on the interpretation of regulations and directives from US law, Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB).
  5. Directs and/or performs educational and vocational counseling which consists of advising and assisting ARNG members on individual programs of study available, to include High School Equivalency (GED), correspondence, military credit conversion (ACE), analysis of life experience, self-teaching, new and innovative/non-traditional college to include Associate and Baccalaureate degree programs, first Masters or Professional degrees which meet their academic and vocational requirements.
  6. Estimates and obtains the necessary program funds and determines their allocation. Provides assistance and data to the MILPO for inclusion in the budget submission as it relates to the education program.
  7. Establishes analysis systems to ensure actions are timely and to ensure effectiveness of programs. Performs self-inspection and presents detailed and comprehensive reports and recommendations with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Analyzes the impact of policy, regulation, law changes, and force structure to the organization's workforce.
  8. Provides supervision in technical and administrative guidance over Human Resources Assistants (Military), Human Resources Specialists (Military), and specialists within the other specialized functions of the MILPO. Plans and schedules work of subordinates based on organization priorities. Provides advice, guidance, and direction to employees on a wide range of military human resource and administrative issues.
  9. Conducts briefings, training, and workshops for subordinate major commands, managers, JFHQ staff and senior leadership on military personnel programs of responsibility.
  10. Serves as the coordinator and senior Test Control Officer for the DANTES testing section to include ordering, receiving, accounting, and safeguarding test material with appropriate security measures; and disseminates program guidance for examinations.
  11. Develops, collects, analyzes and disseminates data on educational and incentive programs through continuous evaluations. Coordinates with other Education Services Specialists, officials or professors of educational institutions or professional education societies in providing guidance and assistance in occupational information, scholarship requirements, Army service schools and college acceptance.
  12. Provides oversight in completion of assisting military personnel whose records do not indicate successful completion of civilian education requirements for commissioning Officers, appointing or commissioning of Warrant Officers, or Enlisted Soldiers who have not achieved equivalency of non-traditional educational means.
  13. Coordinates with State Recruiting and Retention Manager to assist with recruiting and promotional programs in educational institutions in which National Guard programs are established. Promotes interest and participation in educational services and activities by speaking to groups concerning education opportunities.
  14. Responds to official inquiries (i.e. Inspector General, congressional inquiries, etc).

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Army National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment.

SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to complete prescribed courses may be cause for reassignment or termination of FTS.

MINIMUM REQUIREMENTS:

  • Administering, supervising, promoting, coordinating, conducting, and evaluating programs, activities, or opportunities designed to provide individualized career-related or self-development education plans.
  • Experience in managing the function of work to be performed. Experience that includes leading, directing and assigning work of personnel.
Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below.
At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.
  • 1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
  • 2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
  • 3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
  • 4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
  • 5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.
  • 6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
  • 7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
  • 8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.

Knowledge, Skills and Abilities required for this position:

  1. Knowledge of, and skill in applying a wide range of military personnel human resource management concepts, practices, laws, regulations, policies and precedents; a wide range of military personnel concepts, practices, regulations, etc. within the Education and Incentives field; a full range of US laws, regulations, principles and practices sufficient to provide state level comprehensive military personnel management advisory and other technical services to organizational functions.
  2. Knowledge of training and development principles, theories and methods.
  3. Ability to interact with all levels of management and as a strategic partner in the delivery of human resource services requiring a broad approach and a careful analysis.Analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated HR problems and issues.
  4. Working knowledge of how multiple automated systems are structured and modified in order to set up validation strategies for reports generated from system or to troubleshoot when systems do not work.
  5. Ability to use continually changing automated systems in order to get data in and out.
  6. Skill in coordinating constantly changing program/project requirements in order to minimize disruptions.
  7. Ability to participate in strategic planning to see where the organization is headed, to provide a pathway there, and to take full advantage of modern technology.
  8. Written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
