Summary

You will serve as a in the SENIOR OPERATIONS SPECIALIST of COMMANDER, US NAVAL FORCES CENTRAL COM Bahrain.

Duties

Help
  • You will conduct research and prepares products for the Commander and senior command staff to effectively provide strategic communications.
  • You will provide substantive analysis, as directed, of pertinent topics to support the Commander’s requirements for situational awareness.
  • You will advise the Commander, Deputy Commander, Chief of Staff and other senior leaders of sensitive issues and incoming actions.
  • You will provide staff elements with any specific instructions or comments from senior leadership.
  • You will develop policy and prepares the Commander for regular interactions with Members of Congress, Congressional Committee Staff, and the Heads of Navy, Chiefs of Defense, and Heads of State of regional partners.
  • You will coordinate the Commander’s internal engagements to support his intent, such as calendar management and analysis, and reviews key staff products for content in accordance with the Commander’s guidance.
  • You will lead the associated staff integrated planning sessions and in progress reviews coordinating with external organization and agencies, and preparation of the Command products and messaging.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience may include:

1. Providing administrative, technical supervision and guidance to the team by planning and scheduling workloads to meet deadlines.
2. Manages administrative activities and execution of staff work and advise/ prepare executive management for regular interactions with government officials.
3. Conducting research, analyzing, and developing written materials such as PowerPoint Presentations, White Papers/Research Papers/Talking Point Papers to convey key information to senior management and high-level officials.
4. Developing metrics to assess effectiveness and recommend adjustments based on critical analysis in order to improve outcomes to military operations (technical & planning level operations)
5. Overseeing high priority assignments, studies, and projects assigned by across a wide variety of initiatives

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

Supervision and oversight require significant and extensive coordination and integration of a number of high-profile projects and multiple work assignments comparable in difficulty to the GS-14 level. The supervisor provides administrative and policy direction within broadly defined mission requirements. The CIG Director works independently and is responsible for facilitating the integration of engagement strategies, plans, and timelines within and across directorates. Receives and conducts analysis of staff actions received from Naval Forces Central Command (NAVCENT) and CENTCOM. Apply Navy planning doctrine and program management principles to frame concepts and develop coherent plans to build success. Work is reviewed based on potential impacts on policy objectives. The incumbent develops, implements, evaluates, and works on improving processes and procedures to monitor the effectiveness, efficiency, and productivity of the CIG and recommends resources to devote to particular projects to accommodate the commander's priorities and urgent requirements. The incumbent is considered a technical authority, and work is normally accepted without change.

Conditions of Employment:

This position requires the employee to travel away from the normal duty station. The employee must be willing and able to travel on military and commercial aircraft. Frequent travel is required. Overnight travel to include weekends as required.

Incumbent has access to sensitive and program and mission-related information. This position is Critical Sensitive. The incumbent must also be able to obtain and maintain a Top-Secret level security clearance.

Test Designated Position: Due to the requirement to acquire and maintain a Top-Secret level security clearance, the incumbent is subject to pre-employment and random drug testing while assigned to this position.

Physical Demands: The work is primarily sedentary, although some slight physical efforts may be required.

Work Environment: Work is performed in areas that are adequately lighted and climate controlled where normal safety precautions for an office are practiced. The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices and meeting rooms. The pace and intensity of work will however be consistently challenging and potentially stressful with little to no room for error.

Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
