Summary

This position is located in the Financial Management Division, Office of the Comptroller, Bureau of Consular Affairs (CA/C/FMD), Department of State. FMD is responsible for directly managing, monitoring, and coordinating all issues related to financial resources used by the Bureau of Consular Affairs , to include all retained consular fees deposited in the Consular Border Security Programs.

Duties

Help
  • Plans work to be accomplished by subordinates, sets and adjust short/long term priorities, and prepare schedules for completion of work.
  • Assigns work to subordinates based on Division, Office, and Bureau priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • As needed, provides ad hoc guidance to subordinate analysts on work assignments that are related to the tasks for which the incumbent has primary responsibility.
  • Responsible for a wide range of analytical, technical, advisory, and planning functions related to the formulation and presentation of the approximately $4 billion. Recognized as the technical authority on budget formulation and planning matters.
  • The incumbent serves as the Bureau expert on consular fee collection issues and oversees the development, planning and monitoring of all consular revenue projections.
  • The incumbent develops and produces CBSP financial reports and information to CA internal and external stakeholders.

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Incumbent will be subject to random drug testing.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: 

  • Experience in formulating budgets;
  • Experience in financial reporting and budget planning;
  • Experience in defending budgets to senior management; and
  • Experience in leading teams.

 
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."
