This vacancy announcement is for a Dual-Status Technician position which requires active membership in the New Jersey National Guard (uniformed military service). Official appointment is not effective until membership within the New Jersey National Guard is confirmed by the gaining Human Resources Office.

Duties

As an SUPERVISORY AIRCRAFT FLIGHT INSTRUCTOR, GS-2181-13, you will:

  • Directs and coordinates all light operations and training activities at the installation and supervises the AASF Flight Operations Section.
  • Manages the Aviation Training Program for the AASF and oversees the Additional Flight Training Program (AFTP).
  • Consults with unit commanders to determine the training requirements to enable individual aviators and crew members to maintain combat readiness and proficiency in g1ven types of aircraft.
  • Plans flying programs in cooperation with maintenance personnel to promote maximum utilization of aircraft and accessory equipment.
  • Oversees flight cost analysis and coordination of all flight mission requests other than in connection with Annual Training and Aviation Unit Inactive Duty Training.
  • Oversees execution of the training program in accordance with the Aircrew Training Manual (ATM) Flight Training Program or aviators and aero scout crew members, utilizing single or twin (multi) engine aircraft (airplanes or helicopters).
  • Plans and assigns work to be accomplished by 3-12 subordinates in grades through GS-13. Sets priorities and prepares schedules for completion of work.
  • Monitors and evaluates employee performance.
  • Hears complaints and grievances from employees.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades:
  • CW2 to CW4
Security Clearance
  • Vacancy requires an active SECRET security clearance. Once the vacancy is filled incumbent will have to obtain a TOP SECRET security clearance.
Federal Employment Requirements:
  • Participation in direct deposit is mandatory
  • May be required to successfully complete a probationary period
  • Federal employment suitability as determined by a background investigation
  • Males born after 31 December 1959 must be registered for Selective Service
Placement Requirements:
  • Medical physical, flight physical, medical profile, and completed/cleared drug test
  • Single scope background investigation
  • Valid state driver's license

Qualifications

General Experience:
Must have the following General Experience(s);

  • Understanding of the occupation's basic principles and concepts
  • One year on-the-job experience in the grade (or a comparable military rank)
Mandatory Qualification Requirements:
  • A Federal Aviation Administration pilot certificates or appropriate military certifications
  • Military ratings in the main-frame military aircraft of employment
Specialized Experience:
Must have 36 months of experience in the following;
  • Piloting and instructing pilot skills in one or more of the following main-frame/military aircraft;
    • Fixed-wing
    • Rotary
    • Remotely piloted aircraft
  • Training and instructing others in the piloting of a specified main-frame military aircraft
    • Supervising and/or conducting mission planning, mission preparations, filing of flight plans, and conducting crew briefings
    • Traditional "stick and rudder" type controls for piloting aircraft direction, altitude, and speed
    • Planning, scheduling, and conducting training flights through Federal Aviation Administration controlled national airspace
    • Conducting particular missions and flying specific main-frame aircraft in combat tactics
      • Flying in mountainous terrain
      • Performing tactical remote site evaluations
      • Performing landings on remote sites
      • Provide ground and flight training
      • Conducting night-vision operations or instructions
Must have two (2) years of experience in one of the following programs:
  • Civilian aviation program
  • Military service aviation program (active duty or reserve components)
  • Army National Guard Aviation Support facility
  • Air National Guard Wing/ Operations Group
Required Flight Hours:
  • 500 hours total military fixed wing flying time

Education

  • Undergraduate degree from an accredited college/university
  • A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum
  • Federal Aviation Administration certifications awarded from an accredited civilian aviation program or aviation certification from accredited military aviation school.
