Help

Duties of this position includes but not limited to:

  • Draws blood from clinic outpatients, assuring special drawing techniques and proper tubes are used and the correct amount of blond is drawn. Incumbent must be proficient in the area of phlebotomy, proper procedures for redrawing blood. The incumbent will use the laboratory handbook as a reference. Verifies the patient as the individual denoted on the request slip and labels all tubes with patient's name, social security number, date and time to insure proper identification.
  • Performs clinical administrative/clerical duties supporting the health care team in the treatment of patients. Is expected to be able to perform effectively in a clinic environment.
  • Resolves problems and complaints involving procedural issues on own initiative. Makes sound decisions independently, recognizes emergent situations and takes necessary action.
  • Ensures all orders are completed accurately and in a timely manner while giving special consideration to all written orders of an emergent/urgent nature. Utilizes the computer. The incumbent also has access to enter data into the computer.
  • Participates in clinic conferences by presenting information obtained through observations of patients' physical and emotional status. Observes, reports and records in correct format changes in patients' condition, i.e., vital signs, check dressing, patient's color and skin condition; determining of airway patency and/or need for suctioning and drainage from any tubes.
  • Will perform EKGs.
  • Other duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-06 position you must have served 52 weeks at the GS-05. For the GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

GS-4 Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived.
The IOR for the GS-04 grade level is: You must have successfully completed 2 years of study that included at least 12 semester hours in subjects related to the position. OR you must have 1 year of specialized experience that required application of the knowledge, methods, and techniques of the position to be filled.
Experience: 6 months of general experience and 6 months of specialized experience. General/specialized experience includes: Customer service in a clinical setting, direct patient care, or indirect patient care. Experience working as a member of the Nursing Care Team. Demonstration of interpersonal and leadership skills. Monitoring patient's vital signs. Ability to use computers and other basic office equipment to enter data.
OR;
Education: Applicants may substitute education for the experience required. Successful completion of 2 years, beyond high school, of study that included at least 12 semester hours in subjects related to the position. (A transcript must be submitted with your application if you are basing all or part of your qualifications on education.)
OR;
Combination: Applicants may also combine education and experience to qualify at this level.

GS-5
Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived.
The IOR for the GS-05 grade level is: You must have successfully completed a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position. OR you must have 1 year specialized experience at the GS-04 level that required application of the knowledge, methods, and techniques of the position to be filled.
Specialized Experience: One year of specialized experience equivalent to at least a GS-4. Experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: Customer service in a clinical setting, direct patient care, and/or indirect patient care. Experience working as a member of the Nursing Care Team. Demonstration of interpersonal and leadership skills. Monitoring patient's vital signs. Validating and invalidating alarms. Ability to use computers and other basic office equipment to enter data.
OR;
Education: Applicants may substitute education for the experience required. Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study, or at least 24 semester hours, in subjects directly related to the position. GS-06
Specialized Experience: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: Cardiac monitoring using appropriate telemetry equipment such as EKG, cardiac monitors, and other diagnostic equipment; monitoring patient's vital signs; recognizing, responding, and reporting signs and changes in cardiac rhythms; and ability to use computers and other basic office equipment to enter data.
OR;
Education: Graduate education or internship may meet the experience required above GS-5 only in those instances where it is directly related to the work of the position. Transcripts must be included if basing any qualifications on education.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires at various intervals, long periods of sitting to monitor patients and/or EKG monitors. Technician must be able to visualize monitors, various equipment, and computer screens. In addition, this position requires arduous physical exertion and the use of both hands and legs including lifting 45 pounds, transferring patient, turning and positioning adults of various body weights and pushing/pulling a variety of carts, litters, and/or special beds/chairs. Accurately utilizes sense of hearing, vision, smell and/or touch in patient observation and care.
