This position serves on the Automation Team in the Office of the Director, National Library Services (NLS) for the Blind and Physically Handicapped. The Automation Team is responsible for developing and supporting the information technology environment needed to meet NLS' mission. The incumbent will be primarily responsible for systems that are either involved with the production of digital talking books or the production of other digital materials such as digital braille.

Responsible for the daily monitoring, operation, and maintenance for a select group of NLS Information technology systems. Take proactive steps to ensure the continued reliable and secure operation of these systems. Performs typical administration tasks such as maintenance, installation, or upgrades. These typically involve determination of installation/upgrade schedule, examination of release notes, configuration, scripting, programming and the physical handling of computer hardware.

Provides expert technical advice for the implementation, maintenance, enhancement, and coordination of NLS online systems and web sites. Works with the NLS webmaster to coordinate the planning, design, development, testing, and implementation of NLS Web sites that are technical in nature. Defines procedures for providing post-implementation support. Ensures NLS site compliance with provisions of the Americans with Disabilities Act. Assists webmaster with the acquisition and analysis of Web site statistics. Directs ongoing maintenance and enhancement efforts for technically driven web sites. Recommend priority areas for Improvement in NLS web based systems and developing new Web based tools in support of the NLS mission.

Developed applications and web sites supporting Libraries and Digital Content Management using tools and techniques including: 1) Agile Development practices, 2) DevOps and CI/CD processes, 3) Cloud Services, 4) Open source and integration frameworks including APIs, MySQL, ElasticSearch, Python, Java, ETL, Single Sign On 5) HTML, CSS, and Javascript, 6) Linux, Apache, & Tomcat, and 7) Accessibility tools for developing accessible applications.

Works with NLS technology or functional experts to lead the development of complex, multi-faceted prototype systems necessary to support the production of digital talking books. Leads effort to migrate prototype systems into production. Tasks include both modifications to existing NLS software and new projects. Recommend priority areas for improvement of current systems.

Independently manages major software projects in a specialty area to meet complex new or modified current or future business requirements. These consist of modifications to existing NLS software and new projects

Provides expert analysis and advice on complex program related information technology (IT) issues and/or problems where new analytical techniques must be developed to identify and evaluate findings. Areas of study may be based on operations, changing program requirements, and/or management directives. Collects relevant information from varied sources, including vendors and research papers. Prepares cost analyses of the various alternative approaches to the systems, considering factors such as timing, personnel, and equipment requirements and priorities.

Performs various other duties as assigned.

The incumbent of this position will work a Compflex, or Flextime; or Maxiflex work schedule.

This is a non-supervisory, bargaining unit position (AFSCME Local 2910).

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to develop software applications. **

Knowledge of computer languages, programming paradigms, utilities, platforms, and development tool kits. **

Ability to write technical documents.

Ability to plan, organize, and execute work.

Ability to provide consultation and liaison services in order to deliver customer support.

Knowledge of current trends and best practices in digital information management, retrieval, and delivery.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
