Duties

Help
  • Perform heavy physical labor requiring the frequent lifting and carrying of items and furniture weighing 80 to 100 pounds or more.
  • Operate heavy powered equipment performing tasks that require prior work experience and training, tasks include ground maintenance, digging ditches, washing buildings, operating tillers and cutting trees with axes or chainsaws.
  • Perform general maintenance of NAF facilities requiring use for heavy powered equipment and heavy tools.
  • Breaks up concrete, mixes and pours concrete and asphalt, resets nails, replaces hardware, relocate playgrounds, flowerbeds and portable structures.
  • Advises facility director of potential safety hazards and identifies repairs required.

  • Meet qualification/eligibility/background requirements for this position.
  • A one year probationary period may be required.
  • Satisfactorily complete an employment verification (E-Verify) check.
  • Satisfactory completion of pre-employment background checks in accordance with AR 215-3, chapter 2 to include a medical examination.
  • Incumbent may also be required to complete a Tier 1 background investigation for a Common Access Card for physical access to federally-controlled facilities.
  • Applicant must be able to frequently lift and carry very heavy objects weighing in excess of 50 pounds.
  • Requires frequent lifting and carrying of items weighing over 50 pounds, operating heavy powered mowers on grades or pushing wheelbarrow loads of cement, etc.
  • Required to stand, walk, bend and kneel for lengthy periods of time.
  • Works indoors and outdoors.
  • May be exposed to adverse weather conditions when working outdoors.
  • Exposed to drafts, noise, dust, and dirt.
  • Possibility of bruises, muscle strains, cuts and scrapes.
  • Required to follow safety procedures and use standard safety equipment such as gloves, ear protectors, and safety glasses and exercise proper handling of equipment to avoid serious injury in the work area.
  • May be required to work nights, weekends and holidays on a regular basis or as needed.

Qualifications

  • Knowledge of the processes required, which require remembering directions and/or sequences (e.g. mixing cement)
  • Knowledge and skill in the operation, control, and cleaning of heavy power equipment (single-function power lawn mowers with one of more cutting decks and mechanical controls, chain saws, and jackhammers.
  • Knowledge to work safely with heavy tools (axes, picks, tampers, chain saws, etc.)
  • Skill in performing routine operator maintenance and adjusting the cutting height of blades or power mowers or in operating weight handling devices when moving heavy loads.
  • Six (6) months of laboring experience required.
  • Must be able to work under general supervision, responding to initial oral or written instructions and completing assigned tasks.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are not authorized, based on a determination that a PCS move is not in the Government's interest.
FWS Allowances and Differentials
  • This is a federal wage schedule (FWS) position.
  • All FWS employees are entitled to overtime work for work in excess of 8 hours in a day or in excess of 40 hours in the administrative workweek, whichever provides the greater benefit to the employee.
  • Regular full-time, regular part-time (to include those in a limited tenure appointment category) and regularly scheduled flexible employees are entitled to Sunday premium pay when working Sunday shifts. A FWS employee will be paid a night shift differential of 7.5% for the entire shift when a majority of the employee's regularly scheduled non-overtime hours of work occur between the hours of 1500 and 2400. A FWS employee will be paid a night shift differential of 10% of the scheduled rate if a majority of the employee's regularly scheduled non-overtime hours of work occur between the hours of 2300-0800.
Incentives and Bonuses
  • Incentives may be paid.
  • Up to 25% recruitment and/or retention incentive may be authorized for positions offering at least a guarantee of 10 hours per week.
Non-Foreign Overseas Allowances
  • Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
