You will determine the cost of labor and materials required from preliminary sketches and project descriptions and preparation of a detailed cost estimate in the
form required for the particular type of project submission.
You will compile and maintain cost data on construction in all architectural and engineering disciplines.
You will prepare cost estimates for use of Government in negotiating cost of change orders with contractors.
You will develop statement of work, plans, specifications, and cost estimates for work to be accomplished by construction contracts.
You will render estimating advice to personnel of Public Works and other Base Organizations.
You will reproduces prints for construction contracts.
Must be determined suitable for federal employment.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Preparing cost estimates and construction specifications; preparing detailed breakdowns of the work, itemizing cost of material, labor, etc. for proposed change orders; preparing written project justifications; interviewing project sponsors to obtain information critical to the development of construction projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
