Duties

Help
  • You will serve as a Personnel Security Specialist in the Information and Personnel Security Division (N00SM2), Security Office – Security Manager’s Office (N00SM) at Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT).
  • You will evaluate eligibility for access to classified material up to Top Secret GENSER, in addition to all special access programs.
  • You will make determinations on clearance eligibility based on security pre-screening of local records, verifying investigative information.
  • You will personnel training to new personnel at check-in and provides in-brief at new command personnel indoctrination training held monthly.
  • You will provide day-to-day guidance, expertise, and instruction to security assistants in the administration of an effective Information Security Program that applies adequate safeguards and protections of sensitive and classified information.
  • You will serve as the command's initial point of contact on Information Security Policy and Procedures.
  • You will provide initial security indoctrination and continuing training for appointed security department representatives and command personnel.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:

-Experience evaluating personnel security eligibility for access to classified material up to Top Secret GENSER.
-Experience administering briefings for personnel having access to classified material and special access.
-Experience administering the Personnel Security Investigation (PSI) Program for security clearances and access to sensitive positions.
-Experience conducting orientation and indoctrination briefings in classroom environment and interviewing personnel on case-by-case basis to gain information or to resolve issues regarding security clearances.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Successful completion of a Ph.D. or equivalent doctoral degree, OR

Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree, OR

Possession of an LL.M, if related.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.

The incumbent is required to be available as the security point of contact during off-duty hours on an occasional basis when identified as such. At this time, the incumbent will ensure they can be contacted via cellular/home phone in case of emergency during non-duty hours.

A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position.

This position is in the excepted service and does not confer competitive status.

In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
