Duties

Help
  • You will serve as the Division Chief in the Celestial Reference Frame (CRF) Department, Naval Meteorology and Oceanography Command (NMOC) in the U.S. Naval Observatory (USNO).
  • You will perform a full range of supervisory responsibilities for a subordinate staff consisting of no fewer than two (2) GS-1330-13 professional scientists and additional staff at the GS-12 level and below.
  • You will plan and assign work; evaluate performance, give advice, counsel, and instruction; listen to and resolve conflicts and complaints, and identify developmental and training needs.
  • You will be responsible for the development and execution of Division programs, projects, and other activities.
  • You will review specifications and requirements for the development and procurement of specialized equipment, develop new analysis techniques, and initiate new lines of research to solve problems for which precedents are not applicable.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

*Experience utilizing specific areas of optical and/or radio astronomy, astrophysics, time scales, numerical analysis, statistics, and computational techniques.
*Experience analyzing instrumentation, observing, and data processing techniques required for determination of fundamental positions, and motions and distances of selected celestial objects as appropriate for the Division.
*Experience overseeing the technical aspects of the Division's mission, making technical contributions to existing projects to participate in the development of new projects and programs, and serving as an authoritative advisor on technical matters.
*Experience supervising subordinate staff in the Division.
*Experience communicating clearly orally and in writing in order to give the many presentations and reports required of this position.

Education

BASIC REQUIREMENTS
Applicants must meet the following Basic Qualifications Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

A. Degree: in one or a combination of astronomy, physics, mathematics, space science, or electronics. The course work must have included differential and integral calculus and 12 semester hours in astronomy and/or physics.

or

B. Combination of education and experience -- at least 30 semester hours of courses equivalent to a major in any combination of astronomy, space science, physics, mathematics, and electronics, with required course work as shown in A above, plus appropriate experience or additional education.
