Summary

This position is organizationally aligned under the Engineering Service Line at the Edward Hines Jr. VA Hospital (578), Hines, IL. The primary purpose of the position is to function as a Supervisor for Utility System Repairer Operators and Boiler Plant staff and/or HVAC Mechanics and Operators - and the unit mission is to ensure the installation, repair, troubleshooting, service and maintenance, and all other operations at the Joliet CBOC and Hines Campus.

Help

Major Duties Include: Supervision of personnel to ensure continued maintenance and operations in a high stakes environment. Currently there are three open supervisor positions. The selection to each position will be determined by skillset and needs of the organization. Hines Boiler Plan includes 4 - 35,000 lb/hr steam boilers and associated equipment. The Hines chiller plant includes 3 - 1200 ton chillers.

  • Ability to plan direct and supervise Boiler plant operators engaged in the operation and maintenance of 4 natural gas/no.2 fuel oil 35,000 lbs per hour water tube high pressure steam boilers.
  • Ability to plan and direct the operation and maintenance of auxiliary equipment such as domestic water pumping and storage system, heat extractor system, and and repairs large and small steam condensate pumps, valves, steam traps, regulators, fans, motors, piping and other equipment in the plant.
  • The incumbent prepares schedules for a rotating shift and approves leave requests in such a manner as to ensure adequate coverage.
  • Established written performance standards for workers and makes formal appraisals or their performance. Determines training needs and initiates promotion or reassignments. Incumbent must also ensure employees observe rules and regulations pertaining to conduct, safety, and house keeping.
  • The incumbent is responsible for timely ordering of all materials needed to meet the established deadlines for projects, and work orders. The incumbent is also responsible to maintain adequate stock levels of supplies and materials to meet routine and emergent work requirements.
  • The incumbent plans, directs and supervises the work of air conditioning equipment operators, air conditioning equipment mechanics and an air conditioning equipment worker engaged in the operation, maintenance and repair of central air conditioning systems, package air conditioning units) window air conditioning units, ventilating systems, walk-in freezers) walk-in refrigerators, ultra low temperature freezers, ice making machines, domestic refrigerators and chilled drinking water systems.
  • The incumbent should have an understanding of various types of controls, electronics, and basic electrical knowledge.
  • Establishing the Scope of Work, estimates the project timeline and procurement strategies, along with ensuring proper coordination and implementation of associated maintenance and repair, construction, renovation, testing, and equipment installation projects.
  • Continually analyzes workload and workflow to monitor progress and trends on work orders, preventative maintenance, and construction to maximize the efficient use of resources. Maintains an awareness of available resources (space, equipment, personnel) and advises management officials on the efficient distribution of the resources.
  • Conducts or obtains necessary training for new, unusual, or problematical building or utility systems.
  • Responsible for compiling data for plant production, cost analysis, cost transfers, and all associated reports.
  • Monitors attendance and approves requested leave as appropriate to support 24/7 operations.
  • Maintains documentation provided by third party certifiers to ensure compliance with all VA Directives.
  • The incumbent is responsible for the conduct of the quarterly Legionella testing program, bacterial testing requirements for the boiler treatment water, scheduling of thermal or chemical eradication as required and scheduling of retests in support of the program, reporting all results to supported services and the water safety committee.
  • Must develop training plans for all subordinate employees to ensure that they have the necessary certifications, which are required of their positions.
  • Monitor and evaluate the requirements of the Joint Commission of Accreditation of Healthcare Organizations (JCAHO) and ensure compliance for the applicable utility systems of the Hospital.

Physical Requirements/Working Conditions: Incumbent must be able to Work for prolonged periods of time in extremely hot/cold and/or inclement weather. Must be able to work for prolonged periods in cramped spaces and must be able to regularly climb 'ladders, climb stairs, walk long' distances and stand in a stationary position. Frequently required to perform duties which involve bending, stretching, reaching, kneeling and lifting of heavy objects. Frequently exposed to dangerous/toxic chemicals, vapors, fumes and gases. Occasionally is subject to uncomfortable and possibly dangerous working conditions and exposure to the hazards, such as: cuts, bruises, electrical shock and chemicals that are normally encountered in facility maintenance and repair operations. Require lifting and/or moving of items up to 50 pounds on an infrequent basis. Involves prolonged periods of computer work and requires interior and exterior site review across the campus. Position requires ability to manage multiple tasks concurrently.
