Duties

Help

  • Manages and provides executive leadership for the execution of complex engagements that are particularly technical in their issues and/or content, including technology assessments, technical performance auditors or audits with science or technology-related components, and Comptroller General Forums and Roundtables.
  • Supports STAA's Managing Director (MD) and other STAA directors in developing, defining, and driving GAO's strategy with regard to technology assessments and/or technical performance audits.
  • Ensures effective execution of projects within the GAO STAA portfolio, including reviewing products for adequate coverage and supportable conclusions, findings, recommendations, policy implications and/or policy options in accordance with GAO quality standards, using appropriate criteria and sound technical judgement.
  • Represents STAA in discussions with GAO senior leaders, policy-making conferences, work groups, government agencies, and professional organizations.
  • Provides technical support/advice to the Congress and/or agencies in accordance with Congressional direction or request.
  • Supervises and directs STAA Assistant Directors to ensure day-to-day operations are carried out efficiently and effectively, and ensuring products meet all GAO standards for quality and are in conformance with all agency policies and requirements.
  • Maintains and evolves the STAA science portfolio through continuous interaction with congressional members and staff, as well as the science and technology community to formulate, propose and design engagements.
  • Provides expert senior level advice and support to engagement teams across the GAO on technical aspects of science and technology-related engagements in accordance with GAO standards.
  • Recommends courses of action to the MD and has full responsibility and authority to determine policies, plans, goals, organization, and courses of actions. Advises subordinate assistant directors on best technical approaches to achieve quality results. Ensure staff receives training and remains abreast of all technical science or technology-related analyses.
  • If also assigned as the director of the Engineering Sciences (ES) group, lead and oversee the generation and implementation of its various best practices guides. Provide guidance and advice to ES staff regarding stakeholder work in the areas such as cost estimating, scheduling, earned value management, analysis of alternatives, technology readiness assessment, Agile software practices, and project management.
  • Performs other job-related duties as assigned.

The level of experience we are looking for is typically gained in GS-14, GS-15, Senior Executive Service, Senior Level, or equivalent-level positions.

Technical qualifications

  • The technical qualifications describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position.
  • The technical qualifications for this position are:
    • Experience supervising or overseeing engineering, biological science, physical science, or computer science technology assessment projects or audits to develop policy options for Congress or recommendations to agencies.
    • Experience developing and reviewing written work products, including technology assessments and audits, in accordance with GAO quality standards.

If you are applying for the General Natural Resources Management and Biological Sciences Series 0401, you must have one of the following:

  • A degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position
  • A combination of courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position plus appropriate experience or additional education.
If you are applying for the General Engineering Series 0801, you must have one of the following:
  • A bachelor's degree in engineering from a school of engineering with at least one program accredited by ABET.
  • A degree in engineering that includes differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
  • A current professional registration as an Engineer Intern (EI), professional registration as an Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any state, the District of Columbia, Guam, or Puerto Rico. (NOTE: You are eligible only for positions that are closely related to the specialty field of your registration.)
  • Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various states, the District of Columbia, Guam, or Puerto Rico.
  • At least 60 semester hours of courses in the physical, mathematical, and engineering sciences that includes differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
  • Successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field, such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
