The Aircrew Program Manager is responsible for the adequacy of aircrew ground and flight training/testing and standards for specific aircraft of an assigned air carrier. Develops and evaluates flight operations programs for organizations which utilize the newest, most complex aircraft systems, and equipment. The APM is responsible for the oversight of flight operations involving large fleets of turbine powered aircraft engaged in large-scale passenger and/or freight service for nationally and internationally prominent carriers. Assignments at this level are of significant scope and complexity and the organizations monitored are traditionally major operators in the industry.
Develops a work program to ensure periodic surveillance of designated pilot and flight engineer examiners, pilot and flight engineer check airmen, and company training programs Assures the assigned air carrier conducts flight crew training and testing required by appropriate FARs, FAA-approved training programs, and current testing standards. Oversees company check airmen and APDs. Serves as the technical advisor to the POI on assigned areas of the company's training and testing programs.
Conducts enforcement investigations and prepares final reports and recommendation on disposition. performs or assists in the emergency suspensions of airmen certificates. Conducts re-examination of certificated airmen. Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents.
Recommends the designation of APDs and pilot examiners. Responsible for the conduct of ATP flight tests, additional type rating, and Flight Engineer certification; PIC, SIC, and F/E proficiency tests; SIC and F/E initial qualification tests, and Line Oriented Flight Training.
Assures standardization of check airmen and designated examiners and recommend to the POI and changes which are considered necessary. Monitors assigned areas of the flight crew training program and associated records to ensure compliances with pertinent FARs, national and regional directives, and safe operating practices. Monitors assigned air carrier ground and flight training.
Evaluates training programs to ensure that they meet the requirements of the Federal Aviation Regulations. Approves or disapproves these training programs, including flight simulators, training devices, or other such equipment used in these programs. May require amendments to previously approved manuals to accomplish the following: correct and conflict with regulatory requirements; eliminate unsafe practices; and/or improve the specificity of instruction.
The incumbent will be required to participate in the flight program as an aircrew member, and as such, must meet the medical and flight currency requirements as set forth in agency orders governing the operation of aircraft.
