Summary

The incumbent serves as the Technical Solutions Architect for the National Gallery of Art's Oracle financial management system and integrations. The incumbent is responsible for the management and oversight of technical solutions for Oracle eBusiness Suite (EBS), and Cloud-based Software-as-a-Service (SaaS) and Platform-as-a-Service (PaaS) systems, after the EBS has been decommissioned.

Duties

Help

As the Information Technology Specialist, you will:

  • Provide technical expertise in database query and application development tools such as TOAD, SQL Plus, PL/SQL, and Oracle Workflow Builder as well as a working knowledge of report design, configuration, and generation using Oracle reporting tools and cloud dashboard capabilities.
  • Provide support in the development of data management, and Oracle financials data warehouse initiatives.
  • Provide technical expertise with the architecture, administration, maintenance, support, and integration of Oracle E-Business Suite and Cloud Financials with technologies, database tier components, application tier components, system interface capabilities, reporting, and operating systems.
  • Manage Enterprise Performance Management (EPM) periodic system maintenance (e.g., system snapshots, backups, and defragmentation).
  • Provides expert troubleshooting capabilities for the optimal and efficient operation of Oracle system integrations (e.g.travel systems, third-party procurement systems, payroll, financial institutions, credit cards, etc.).
  • Provide support to the Gallery’s end-users report requests for developing and maintaining custom reports for financial data using Oracle Fusion Cloud reporting tools such as Oracle Transaction Business Intelligence Components (OTBI), BI Publisher, Smart View, Financial Reporting Studio and Oracle BI Cloud Connector.

Qualifications

GS-14 Specialized Experience Statement: For this position, specialized experience is at least one year of experience, equivalent in responsibility to the GS-13 level in the Federal service, serving as a technical solutions architect or equivalent technical role for an Oracle Financials system.

GS-15 Specialized Experience Statement: For this position, specialized experience is at least one year of experience, equivalent in responsibility to the GS-14 level in the Federal service, serving as a technical solutions architect or equivalent technical role for an Oracle Financials system.

This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F.
