Duties

As a HUMAN RESOURCES SPECIALIST (HUMAN RESOURCE DEVELOPMENT), GS-0201-9, you will provide technical assistance and guidance to employees, supervisors, and managers on identifying training needs, training opportunities, and sources of training; collaborate with the senior HRD in training and development activities, if applicable; process training request forms and training documentation; update completed training in Automated Civilian/Military Personnel Systems; provide guidance to supervisors on planning job-related career development activities; familiar with self- development activities, eligibility requirements, and regulatory requirements; provide guidance to supervisors in the completion of Individual Development Plans and training documentation; aid supervisors on employee training program requirements; provide information on available training, clarifies eligibility requirement, and application procedures; manage the planning and facilitating commercial in-house training; help determine and prioritize training needs assessment; collaborate with Senior HRD, if applicable, with publicizing local courses and resource training opportunities; conduct training surveys, analyze the information obtained, and submit recommendations to the Senior HRD or supervisor; conduct continuing analysis and evaluation of training program effectiveness; use various automated data from reports to evaluate funds usage and employee progression; ensure employees and supervisors complete training evaluations; analyze training evaluations and makes recommendations on future schools and courses to meet training needs; input training completion in Automated Civilian/Military Personnel Systems. Reviews travel documents, related to training, through automated systems; create purchase requisitions related to training expenses; procure and maintain accountability of training materials; use automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required; perform other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Participation in direct deposit is mandatory.

Qualifications

Military Grades: Enlisted (E5 and below)

Minimum Requirements: Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 1 year at the GS-07 level or the equivalent of specialized experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.
