Help
  • Serves as Program Executive for the overall major construction program, responsible for all facets of customer interface and program execution.
  • Exercise delegated authority to manage and execute the program through to construction completion.
  • Monitors design and construction fiscal progress.
  • Ensures periodic program review and analysis briefings are provided to compare progress with objectives and established milestones.
  • Supervises, coordinates, guides, and directs the on-site Area or Resident Engineer and staff engaged in construction operations and contract administration.
  • Monitors contract administration activities.
  • Supervises a diverse staff of permanent and temporary professional, technical and administrative employees engaged in project management, budgeting, resourcing, scheduling, cost estimating, engineering, construction management, quality assurance.

  • Incumbent will be required to travel or perform an uncommon tour of duty.

  • Professional Engineer (PE) Registration required for Engineering series.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes in planning, managing, and executing Mega Projects that are large and complex in scope; performing extensive strategic planning, communication, and integration of a comprehensive and diverse team to execute Mega Projects on time and within budget; and reviewing overall plans, schedules, budget, and operating policies of a major construction program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

  • Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 5 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments may exceed five years; however, return rights may be impacted.
