Job Summary

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.

This position is in the Business Continuity and Disaster Recovery (BC/DR) Business Unit. BC/DR provides contingency planning and operations support, as well as improvements and enhancements to technical infrastructure, systems, emergency communications, and business continuity capabilities of the House. This position serves as a Continuity Broadcast Specialist in the Operations directorate. Key responsibilities include developing House Recording Studio (HRS) continuity of operations plans; translating day-to-day HRS requirements, practices, and technologies into contingency and continuity programs; maintaining and repairing offsite broadcast and studio equipment; conducting periodical site testing and verification; providing subject matter expertise to the BC/DR team in voice and video systems; and developing and implementing continuity broadcast training programs for HRS and BC/DR staff.

The candidate for this position will be expected to split their time between the CAO office in Manassas and downtown D.C.

Primary Duties/Responsibilities

  • Develop, maintain, and deploy broadcast flyway kits for contingency use.
  • Research and recommend audio/video production tools and techniques for use in austere or just-in-time environments.
  • Create standard operating procedures for offsite audio, video, and satellite uplink equipment.
  • Perform complex systems analyses HRS equipment standards to find and close deficiencies across the BC/DR portfolio.
  • Ensure production capabilities, including camera operations, studio lighting, audio mixing, teleprompter operations, and program editing can be done at multiple locations to ensure business resilience.
  • Maintain and operate video teleconferencing (VTC) equipment, including codecs, microphones, cameras, and audio systems.
  • Perform daily, weekly, and quarterly equipment checks across the BC/DR and HRS portfolio.
  • Troubleshoot and repair broadcast/production equipment and advise senior management of equipment failures.
  • Performs routine maintenance on House mobile platforms and power generation systems.
  • In coordination with Director Continuity Operations and Deputy Chief Broadcast Officer, develop and implement training programs for BC/DR and HRS staff for use of contingency broadcast equipment.
  • Performs other official duties as assigned.

Qualifications

Qualifications

  • Knowledge and understanding of television, radio, satellite, fiber optic cable and associated electronic and mechanical equipment and systems. Strong working knowledge of studio facilities, equipment, and standard television production operations.
  • Knowledge of and ability to work with Microsoft Office Suite, including Microsoft Visio and Teams.
  • Knowledge of basic computer network skills, such as familiarity with routing and switching.  Ability to configure and operate IPTV and digital signage systems.
  • Ability to drive and operate a mobile uplink satellite system.
  • Experience with audio/video web streaming.
  • Strong oral and written communications skills.
  • Exhibits strong adaptability, flexibility, and attention to detail in planning and executing several projects.
  • Ability to multitask and prioritize with minimum supervision.
  • Knowledge of Continuity of Operations, Business Continuity, and/or Continuity of Government principles preferred.
  • Must be willing to occasionally travel, potentially with limited notice, and perform contingency operations. This would include the ability to lift (up to 50 pounds) and load equipment.
  • Must be able to obtain and maintain a Top-Secret Security Clearance.
