This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain competitive services a to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position provides critical services to APG to include answering emergency service calls, maintaining the Boiler Plant Operations, assigning work to Industrial Equipment Mechanic's and Plant Operators, and reporting directly to the Maintenance Branch Chief.

Duties

Help
  • Conducts preliminary engineering investigation to establish the feasibility and validity of projects analyzing conditions and rendering technical advice and recommendations.
  • Utilizes engineering technician skills and knowledge in the inspections of facilities and associated systems; in the reviews of construction drawings and specifications
  • Plans, directs and reviews the work of a multi-disciplined staff of wage grade trades.
  • Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Acts as a liaison to the Contracting Officer's Representative (COR) on maintenance, repair, and various other construction projects.
  • Inspects work in progress to ensure compliance with provisions of the appropriate maintenance and construction contracts, as well as compliance with all codes and standards.

  • Must be able to obtain and maintain a grade 1 stationary engineer license.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify for the Supervisor Engineering Technician (Boiler Plant) GS-0802-12 position, you MUST have the one of the following Basic Occupational Requirements shown below:
I have specialized experience including technical work in the areas such as: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
OR
I have experience in a trade or craft that work required intensive knowledge of engineering principles, techniques, methods, and precedents for example trade positions with substantial developmental, test, or design responsibilities such as: a Planner and estimator who analyzed designs for production purposes or an Instrument maker or model maker who performed design or development work on devices fabricated.
OR
I am certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers.

AND

SECIALIZED EXPERIENCE: Have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: Knowledge, familiarity with policies and procedures, and knowledge of engineering methods to provide the guidance necessary to develop and program projects for the maintenance, repair, and improvement of the boiler/chiller plant. Knowledge in the inspections of facilities and associated systems; in the reviews of construction drawings and specifications; in; identifying identifies potential maintenance and operational problems; and in preparing engineering changes and modifications to structures and utility systems to correct maintenance and operations problems; and to incorporates alterations and modifications requested by the customer. Knowledge of Contracting Officer's Representative (COR) on maintenance, repair, and various other construction projects.
