The primary purpose of this position is Military aviation safety specialist supporting worldwide Air Force and Space Force mishap prevention through the tasks and duties as a member of the Aviation Safety Operations Branch. In addition, the incumbent may be required to travel in support of a SIB to gain the required skill set to execute the SEFO duties described above.

Duties

Help

Duty 1: Utilizes expert safety knowledge, laws, regulations and precedent decisions to formulate, implement, and provide technical and/or safety guidance prescribed in DoDI 6055.7 and DAFI 91- series instructions.

Duty 2: Conducts, coordinates, and acts on final message quality control reviews.

Duty 3: Organizes, conducts, reviews, coordinates, and releases Memorandums of Final Evaluation (MOFE).

Duty 4: Serves as Air Force aviation safety expert/specialist for the SEFO Branch.

Duty 5: Organizes, conducts, reviews, coordinates, and acts on open recommendations being requested for closure.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Group Coverage, for the GS-0018 Safety and Occupational Health Management Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of the theories, principles and practices of flight safety and technical safety ability sufficient to provide leadership at the national level in the development and execution of aviation specific safety processes and trend analysis. Experience will facilitate communication during SAVs and mishap investigations by understanding aircrew and/or maintenance language, issues and operational conditions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of established flight safety principles, practices, procedures methods, techniques, laws, regulations, and current legislative issues as they relate to flight safety programs; knowledge of all applicable guidance for the protection and proper handling of privileged safety information.

2. Knowledge of flight or maintenance operations and ability to integrate prior experience to applied aviation safety.

3. Knowledge of organizational, functional and contractual quality assurance plan responsibilities and operations. Knowledge of use of and ability to analyze data, conduct research and run reports within the safety automated system.

4. Skill and ability to communicate effectively, both orally and in writing to prepare briefings, training programs, write guidance, and leading group conferences.

5. Ability to lead/facilitate Safety Investigation Boards through investigative processes to include formal report writing as defined by applicable safety guidance.

6. Ability to lead/facilitate various working group sessions to include Memorandums of Final Evaluation (MOFE), Recommendation Closure, Mishap Final Message Reviews, guidance revisions, and Staff Assistance Visits (SAVs).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
