SUMMARY OF DUTIES: The primary purpose of this position is to implement aerial refueling operations support programs associated with communications security (COMSEC) materials, tactical cryptography, airborne electronic identification, authentication, and aircraft safe passage and recovery techniques. The employee is the Combat Crew Communications Training Manager/Instructor, providing for the full range of responsibility of related training programs within the organization. Performs requirements outlined in AFI 11-244, Instructions for Combat Crew Communications (FOUO), and AMCI 13-520-S, Support of Nuclear Planning and Operations (SECRET).

  • Serves as the principle COMSEC Responsible Officer (CRO) within a strategically-tasked Air Refueling (KC-135, KC-46) Operations Group.
  • Provides detailed content to the wing's combat mission folders (CMFs), and forms part of wing's overall CMF validation team.
  • Organization's focal point and principle authority on Communications Security (COMSEC) material training, access, storage, and usage.
  • Performs work within a secure, locked area using both common and uncommon office automation equipment including classified and unclassified computer systems, secure telephone equipment, satellite telephone equipment, media destruction devices, storage vaults, security containers, and intrusion detection systems.
  • Performs other duties as assigned.

GENERAL EXPERIENCE: Experience, education or training with the movement of information between locations. Information moved in the form of voice communications, such as radio or telephone (including cellular), data communications involving digital transmission between computers, computer terminals, facsimile stations, or video communications such as that used in teleconferencing. Technical work of gathering materials; coordinating schedules; developing specifications and planning telecommunications programs and projects; testing equipment; providing services and software for performance acceptability; and related work connected with the acquisition, technical acceptance, installation, testing, modification, and replacement of telecommunication equipment, services, and systems.

SPECIALIZED EXPERIENCE: 1-year equivalent to at least next lower grade level. Experience, education and training that provided knowledge of communications equipment, systems, services, and transmission media; knowledge of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements; application of specialized communications methods and analytical techniques; technical knowledge of the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems; and competencies in the subject matter or business processes associated with the DoD, U.S. Army, or U.S. Air Force telecommunication programs.

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted.

d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

Education

Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.,

Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

MILITARY TECHNICIAN COMPATIBILITY POSITION:
Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

OTHER REQUIREMENTS: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
