A GS-0341-12, ADMINISTRATIVE OFFICER:

  • Ensures internal systems and procedures for carrying out the organization's administrative functions meet the requirements of balancing costs, benefits, productivity, efficiency, and effectiveness.
  • Accomplishes or assigns actions/staff work to subject matter experts/functional proponents as appropriate based on knowledge of organizational responsibilities, familiarity with subject matter, and broad guidance from the command group.
  • Provides sound research, analysis, advisory and consultation to the Command team; recommends improvements in the formulation and application of policies and procedures.
  • Exercises discretion in distributing appropriated funds and workdays, approving or disapproving expenditures, validating or invalidating unfunded requirements submissions.
  • Acts as an intermediary to resolve significant or controversial issues, problems and disagreements that are referred to Commander.
  • Resolves day-to-day administrative and management problems, plan, develop, and execute organization's Administrative Management Program (AMP).
  • Oversees budget formulation, validation, compilation, and submission and advises leadership on budget execution.
  • Oversees administrative programs and projects that consist of a variety of functions, efforts result in increased accuracy, productivity and efficiency; develops administrative guidelines and standard operating procedures.
  • Prepares, administers, collaborates and consolidates information in support of knowledge management requirements, trains personnel on system utilization and information sharing; partners with administrators to analyze and synthesize data, develop and publish command level strategic management plan, provides informational learning tools, publishes and shares pre, during, and post exercise or inspection information and results.
  • Prepares charts, graphs, oral and written communications using sound analytical methods, interpersonal writing and communication principles, practices, and techniques.
  • Initiates, plans, directs, and/or participates in special studies and projects in areas such as resource utilization, personnel management, logistical support, knowledge management, readiness programs, etc.
  • Researches, reviews, and analyzes processes and procedures to determine the overall applicability, effectiveness, efficiency, and productivity of activities and programs; develops final report and briefing, makes recommendations that impact high level decision making, and increases efficiency.
  • Directs and oversees actions required to implement procedural changes, conducts in-process efficiency reviews, participates in site visits, completes after action reports, maintains historical data; ensures documented evidence is provided to support cost savings without compromising required standards of readiness, accuracy, effectiveness, and/or safety.
  • Analyzes current and proposed operating programs to evaluate actual and potential effectiveness in achieving organizational objectives.
  • Develops, maintains, and monitors integrated reporting systems affecting programs with interrelated functions and operations.
  • Collaborates with inter-disciplinary team, internal and external to the State to support effective program evaluation, operations and milestones.
  • Responsible to analyze, extract, summarize, and identify significant trends and issues.
  • Forecasts and estimates program requirements; develops and finalizes reports, justifications, charts, graphs, statistical and narrative data, etc. for presentations and briefings.
  • Establishes internal procedures to secure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process.
  • Independently secures the required administrative and managerial support to meet operating requirements.
  • Serves as the organization's focal point for facilitating improvement initiatives, assuring compliance with information systems, security practices.
  • Implements, directs, and coordinates executive functions, services and activities.
  • Plans and executes special programs and projects relative to visits of dignitaries, conferences, briefings, etc.
  • Develops briefing material, technical and non-technical correspondence from input provided by leadership.
  • Research information, composes narrative, and prepares documents, charts, graphs, slides, executive summaries and other narrative to support the specific visit.
  • Other duties as assigned.

MILITARY REQUIREMENTS:

Military Grades: O2- O5

Compatible Military Assignments: 97EO

- Applicants need not be assigned to the position or possess the AFSC to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain AFSC within 1 year of appointment action.

- Participation in direct deposit is mandatory.

- Males born after 31 December 1959 must be registered for Selective Service.

- Must maintain membership in the WA Air National Guard for continued employment.

- Must be able to obtain and maintain the appropriate security clearance of the position.

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

- Position requires ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

- May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications

GENERAL EXPERIENCE:
Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Must have at least 36 months of experience, education, or training using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Experience developing the mission and work processes of programs throughout the military organization and multi-level agencies. Experience in analytical and investigative techniques. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. 1-year specialized experience equivalent to at least the next lower grade level.

Education

Education Requirements:
High School Diploma or GED.

*This is an indefinite position. If an individual employed in the excepted civil service accepts this position, he/she will receive an indefinite appointment. If a Reduction-In-Force occurs the indefinite appointee will have no reemployment rights to his/her former position or any other position. If funding level and employee manning levels permit, incumbent may be converted to permanent technician status without further competition.

  • Knowledge of administrative and technical operations, training, and response missions, including but not limited to Air Expeditionary Force (AEF), deployments, Exercise Evaluation Team (EET), Disaster Response Force and personnel issues.
  • Knowledge and skill in applying research, analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of operations.
  • Knowledge in developing new or modified work procedures for administering services, development of guidelines and procedures and automating work processes.
  • Knowledge of Project Management principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources; including monitoring and inspecting cost and work, completion of after-action reports, and period in progress briefings.
  • Knowledge to plan, schedule and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of operations.
