Duties

Help
  • Integrates all functions (i.e., planning, environmental, design, cost engineering, construction, real estate, contracting, etc.), and customer needs in support of assigned program into a comprehensive management plan.
  • Applies an extensive knowledge of management concepts, and a working knowledge of engineering methods, practices and processes.
  • Relies on skill and experience to coordinate with individuals at high levels of responsibility within DHS, the Corps (military and civilian) and other Federal and State agencies.
  • Responsible for supervision and management of positions and pay, for selection of employees, and is committed to equal employment opportunity.
  • Reviews and advises on complaints and grievances and promotes safe working conditions.
  • Utilizing extensive knowledge of design, construction, and contracting procedures, carries out all steps necessary to execute the program assigned to the ECSO Oversees project management teams.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Planning and organizing the work of a diverse team comprised of professional, technical, and administrative members; AND 2) Managing a program comprised of military, civil, or reimbursable funded design and construction projects; AND 3) Participating in program meetings to facilitate resolution of projects issues and report details and findings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
