Duties

Help

  1. Acts as the AFRC counter drug resource advisor for planning, budgeting and executing issued funds, while developing and maintaining tracking reports which document AFR counter drug funds utilization for each accountable project code.
  2. Is responsible for coordinating and advertising long term COCOM support positions, and provides initial vetting of application packages submitted by Reserve personnel looking to support long term counter drug support requirements.
  3. Plays key role in orders preparation process for all Air Force Reserve personnel supporting counter drug activities.
  4. Using in-place database programs, gathers and tracks AFRC airlift asset utilization in support of the DoD counter drug mission, and develops and transmits activity report to COCOMs.
  5. Travels TDY to present briefings and to conduct studies pertaining to areas of assignment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes acting as a Resource Advisor; planning, budgeting, and executing issued funds; developing and maintaining tracking reports; preparing orders; using in-place database programs to gather and track asset utilization. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION:
Successful completion of a Ph.D or equivalent doctoral degree, or LL.M., IN A RELATED FIELD from an accredited school. NOTE: You must provide your official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
Combination of education and experience such as education in excess of the first 36 semester hours (i.e. beyond the second year) of progressively higher-level graduate education (leading to Ph.D. or equivalent, or L.L.M.) IN A RELATED FIELD from an accredited school, and some (but less than 1 year) of specialized experience as described above.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of administrative functions, governing directives, AFRC supplements to parent directives, policies and procedures necessary to project and plan for the management, utilization and deployment of Reserve personnel.
  2. Knowledge of organization's mission and functions and related administrative requirements, and the relationship of various command entities (e.g., OSD/OASD, SAF, Air Staff, COCOM, MAJCOM, ARPC, RIO, unit, etc.) involved in overall counter drug program planning and execution.
  3. Knowledge of correct grammar, spelling, punctuation, capitalization and format to prepare and edit written correspondence and reports.
  4. Skill to effectively communicate (in both oral and written form) ideas, plans, and solutions to garner support on issues critical to program execution at all levels in the chain of command, including supervisory and above.
  5. Ability to establish and maintain effective working relations using tact and diplomacy in interactions with individuals, units, COCOMs/MAJCOMs and Air Staff.
  6. Ability to plan and organize work to meet deadlines, analyze problems, and develop timely and economical solutions autonomously and in a team setting.
  7. Ability to use office automation software programs, tools and techniques to gather, track and manipulate data used to design, generate and transmit reports, spreadsheets, briefing materials, databases, and correspondence.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
