Duties

Help
  • You will plan, schedule and progress all waterfront workload in support of Detachment Yorktown.
  • You will be responsible for the daily and long-range scheduling of cargo and manpower and developing loading plans for assigned ships.
  • You will be planning and scheduling the required equipment and support from other functional units, to ensure the sequential flow of cargo to dockside is uninterrupted.

Qualifications

GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector:

  • Experience preparing cargo stowage plans, overseeing loading, stowage, and discharge operations to make certain that they conform to preliminary plans, or authorizing necessary changes and preparing final plans;
  • Experience evaluating all ammunition in regard to weight, configuration and stowage classification;
  • Experience recognizing vessel types, related terminology and capabilities;
  • Experience reading blueprints, drawings and specifications, and the Maritime Commission, "Stowage and Capacity Booklet";
  • Experience preparing and maintaining a master workload schedule, and planning and progress reports for all waterfront work;
  • Experience investigating and analyzing a variety of unusual cargo handling problems, questions, or conditions associated with general issues about ordnance handling programs or operations;
  • Experience interpreting marine rules and regulations and the ability to plan, direct, organize, and coordinate cargo handling activities.

GS-07: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
  • Experience assisting in layout planning, ship-loading, and cargo handling;
  • Experience assisting preparing and maintaining a master workload schedule, and planning and progress reports for all waterfront work;
  • Experience assisting investigating operations and practices and resolve problems, and establishing and maintaining effective work relationships;
  • Experience providing pre-loading instructions to assure proper space, capability and stability is achieved for all cargos loads;
  • Experience interpreting and applying policies.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

GS-07: 1 full year of graduate level education or superior academic achievement
