Duties

Help
  • Serves as the Full Deputy to the Chief, Programs and Project Management Division (PPMD), and serves as Acting Chief of PPMD in the absence of the Chief.
  • Fully shares in the direction and management of the Programs and Project Management Division (PPMD) to include technical and administrative work.
  • Exercises delegated authority for management decisions related to major district Civil, Military, Environmental, and International and Interagency Support (IIS) projects.
  • Provides Branches and Divisions with technical advisory and review services on specific projects, problems and programs.
  • Participates in policy development and program planning for Division-wide activities.
  • Provides staff leadership for completion and approval of Project Management Plans.
  • Resolves controversies among district offices, other Corps offices, other military agencies, federal agencies and non-federal sponsors.
  • Exercises full responsibility for administering subordinate professional, technical, administrative and clerical positions under PPMD.
  • Serves as Source Selection Authority or Source Selection Advisory Committee member, as required for major acquisitions.
  • Oversees the District’s Award Committee developing processes, soliciting recognition, chairing selections and keeping records of selections.
  • Assists Deputy Commander with management of military personnel, property accountability.

  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • Incumbent must obtain and maintain and Project Management Professional Certificate within 24 months of appointment date.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year supervisory probationary period may be required.
  • Incumbent must possess and maintain a valid state driver’s license.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) managing a large program comprised horizontal or vertical projects that included at least two of these phases: planning, design or construction; AND 2) leading federal, non-federal or Congressional meetings to discuss program policies and facilitate resolution of project issues; AND 3) developing project specific project management plans (i.e. including schedule, costs, scope, acquisition planning, quality and risk management); AND 4) supervising, managing, or providing leadership to a team of administrative or technical staff performing program management work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Additional information

  • Position will be filled as a Temporary Appointment NTE 24 months. Temporary appointments may be extended up to a maximum of three (3) years.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • One year trial/probationary period may be required.
  • Direct deposit of pay is required.
