Duties

Help
  • Provides technical expertise to manage the fiscal functions essential to the mission execution of an overseas District Office.
  • Responsible for up to 400 projects funded by numerous appropriations and managed through a wide variety of reporting and information systems.
  • Provides guidance and advice to the technical staff regarding statutory, and regulatory funding limitations.
  • Develops independent statistical studies and analysis incident to mission performance and internal programming review and analysis.
  • Analyzes actual costs against construction contract placement to assure supervision and administration (S and A) goals are not exceeded.
  • Advises program and project managers in relating program objectives to available funds.
  • Distributes and balance workload and tasks among employees in accordance with established work flow, makes adjustments to accomplish the workload in accordance with established priorities.
  • Maintains current financial and technical knowledge to answer questions from team members on program or financial procedures and policies.

  • IMMUNIZATION SCREENING - This position requires immunization with the complete Anthrax vaccination series and subsequent annual boosters.

  • PASSPORT and VISA - This position may require the incumbent to possess or obtain and maintain an official US passport and VISA as applicable based on duty location.
  • LIVING CONDITIONS - Remote base 90 minutes from Amman, the capital of Jordan. Housing is a single occupancy in a modular building with normal amenities but shared laundry/bathrooms.
  • EMERGENCY ESSENTIAL - The incumbent is required to perform the duties and requirements of the position in the event of a crisis until relieved by proper authority. Essential Position Agreement, DD Form 2365, must be completed prior to deployment.
  • SECURITY CLEARANCE - This position has been designated as non-critical sensitive as defined in DOD 5200.2-R. The incumbent is required to possess or obtain and maintain, for the duration of employment, a Secret security clearance.
  • WORK SCHEDULE - This position may entail extended work shifts that last 12-16 hours a day. Lack of sleep may occur due to long working hours.

NOTE: **All deployment tours are limited to a maximum length of 2 years total unless Mission changes require an extension; approval is required**
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of 2 years. Time-limited reassignments and changes to lower grade may exceed 2 years with command approval, however return rights may be impacted.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: providing technical expertise to manage the fiscal functions essential to the mission execution of an overseas District Office; analyzing existing design and construction projects for future forecasting; advising program and project managers in relating program objectives to available funds. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). All qualification requirements must be met within 30 days of the closing date of this announcement.
