Duties

Help

Responsible for the design, preparation of drawings and specifications on construction, maintenance, and repair projects. Plans, develops, coordinates and administers engineering projects which are usually conventional in nature, but may encompass a few components or phases that contain complex features. Projects include building layout/design; layout of heating, air conditioning, plumbing, mechanical, ventilation, electrical power, and electrical lighting systems; storm drainage and sanitary sewers; roads and parking areas; artillery ranges and other training site facilities. Coordinates the accomplishment of engineering projects with using activities, National Guard Bureau, Corps of Engineers, state and local government officials, Major Commands, and various state level program managers. Ensures proper coordination with safety and security personnel as well as fire marshals. Serves as engineering liaison with design agencies. Oversees the design and recommends approval of initial specifications for engineering projects. Attends design conferences on projects executed by district engineers or other engineering/construction agencies. Proposes alternatives to solve engineering problems when precedence and guidelines are not available. Interprets project instructions, and recommends the most appropriate type of design applicable to minimize necessary revisions. Reviews unit costs to ensure the most economical engineering methods are utilized. Recommends changes in engineering techniques, and anticipates future requirements and trends. Analyzes and evaluates designs, proposals, and ideas submitted by subordinate or other personnel. As an engineering consultant on ARNG construction projects, assists the supervisor by providing technical engineering guidance to the Contracting Specialists. Attends pre-design and pre-bid conferences with the supervisor to discuss interpretations of specifications and quality standards with contractors. Reviews plans and estimates prepared by commercial construction agencies for compliance with all federal and state standards and regulations. Answers technical questions regarding policies, procedures and regulations. May also explain technical matters as they pertain to utilization plans, unique specifications, and bid documents. Reviews contractors description of materials and equipment for acceptability. Subsequent to contract award, assists the Supervisor in coordinating construction activities, reviewing contractors cost breakdown, and advising on proposed deviations from contracts. As change orders to contracts are necessary, coordinates approval and availability of funds. Advises Contract and Management Branch of project deviations. Verifies contractor eligibility for partial payments to contractors on completed portions of overall projects. Maintains liaison with National Guard Bureau on matters concerning construction projects. Serves as a consultant to other branch chiefs and the immediate supervisor. Through conferences and informal discussions with the supervisory personnel and key subordinates, ensures that primary engineering functions are carried out, and that effective engineering service is rendered to all ARNG facilities. Establishes work schedules and ensures that respective engineering functions are properly integrated. Determines and recommends budgetary and staffing requirements. When supervisory functions for one or two employees are assigned, plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, training and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and utilizes analysis systems to ensure actions are timely and reviewed at critical points. Performs other duties as assigned.

  • APPOINTMENT FACTORS: T5 Excepted Service appointment in the Alaska National Guard.
  • INDEFINITE: Indefinite employees may be separated with a 30 day notice OR may be converted to permanent without further competition.
  • If a permanent technician with the AKNG is selected for an indefinite position which crosses service boundaries or funding categories (i.e., AKARNG to AKANG or vice versa, or JBER to Eielson), the appointment will be "Indefinite".
  • Incumbent is subject to termination due to loss or reduction in funding for this position.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This will not exceed 14 days per year unless otherwise approved in advance by the TAG.

Qualifications

BASIC REQUIREMENTS - To qualify for this position, you must meet the basic requirements as described in Paragraph A or B.

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: In order to meet the basic requirements using Paragraph A, you must submit a copy of your transcripts.

OR

B. Combination of Education and Experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

NOTE: In order to meet the basic requirements using Paragraph B, you must submit appropriate supporting documentation.

SPECIALIZED EXPERIENCE OR EDUCATION REQUIREMENT - In addition to meeting the basic qualification requirements, applicants must have the specialized experience, directly related education, or a combination of both as described below:

Specialized Experience: Must have 1 year of specialized experience equivalent to at least the GS-09 level. Examples of specialized experience includes: Responsible for the design, preparation of drawings and specifications on construction, maintenance, and repair projects. Serves as engineering liaison with design agencies. Oversees the design and recommends approval of initial specifications for engineering projects. Attends pre-design and pre-bid conferences with the supervisor to discuss interpretations of specifications and quality standards with contractors. Reviews contractors description of materials and equipment for acceptability. Through conferences and informal discussions with the supervisory personnel and key subordinates, ensures that primary engineering functions are carried out, and that effective engineering service is rendered to all ARNG facilities. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules.

OR

Education:
Must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. NOTE: In order to qualify for this position using education, you must submit a copy of your transcripts.

OR

Combination of Education and Specialized Experience: A combination of specialized experience and education as described above. Only graduate education in excess of a master's degree may be used to qualify applicants for positions at grade GS-11. NOTE: In order to qualify for this position using education, you must submit a copy of your transcripts.

EXPERIENCE REQUIREMENTS:
Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. The duties listed must fully substantiate -in your own words- that you meet the minimum requirements and specialized experience listed above, in detail; otherwise, you will not be considered qualified for this position.

Length of time is not of itself qualifying. Your experience will be evaluated on the basis of duties performed. Your record of experience, training, and education must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position:

Practical knowledge of engineering plans and specifications for compliance with federal and state regulations

Knowledge of electrical distribution systems for buildings, facilities, and airfields

Knowledge of mechanical utility systems such as heating, ventilation, air conditioning systems

Knowledge of the alteration, rehabilitation and modernization of buildings, structures, roads, streets, airfields and appurtenances, power and pumping plants

Practical knowledge of the construction planning process and the ability to find data, check existing facilities and utilities, and to conceptualize the scope of a project

Knowledge and ability to develop engineering specifications and prepare cost estimates

Knowledge of construction and maintenance practices, estimating and short cut methods of construction and installation

Knowledge of structural quality, resistance to environmental elements, use and suitability to equipment

Knowledge to prepare modification/alteration design specifications considering existing structures, utilities, facilities and other considerations of projects that are not readily apparent.

Practical knowledge of engineering methods, techniques, architecture, and historical project data to ensure project requirements are complete.

Additional information

- If a permanent technician with the AKNG is selected for an indefinite position which crosses service boundaries or funding categories (i.e., AKARNG to AKANG or vice versa, or for AKANG funding category: JBER to Eielson or vice versa), the nature of action will be Excepted Appointment (Indefinite). Therefore, if a Permanent technician is selected for an indefinite position as identified, they will be converted to an indefinite appointment and the losing unit is not required to reserve their home position.

- If you are a current Federal employee or former Federal employee, you must submit a copy of your latest SF-50 "Notification of Personnel Action" and/or a copy of the SF-50. You may submit your most recent performance appraisal.

- NOTE: A retired member of the Armed Forces may not be appointed to a DOD civilian position within 180 days after retirement, without a TAG approved waiver, in accordance with DoDi 1402.01, Employment of Retired Members of the Armed Forces, dated 09 Sep 2007 and National Guard Appointment for Retired Members of the Armed Forces Memo, dated 18 Jan 2019.

- If you are a male applicant who was born after 12/31/59 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency.

- Cost of Living Allowance (COLA): Entitled to 1.49% COLA in addition to base salary, subject to change.

- Direct Deposit Program: If selected for technician position with the Alaska National Guard, you will be required to participate in the Direct Deposit Program. (Salary will be automatically deposited to bank/credit union account).

- Veterans' Preference: a copy of your DD Form 214 which must include character of service or a Statement of Service/Proof of Service which must include service dates and character of service. In addition, if claiming 10-point preference you must submit a VA Letter or a disability determination from a branch of the Armed Forces (or documentation of purple heart, if applicable) and a SF 15 (Application for 10-point veteran preference).

Veterans Information: Veterans' preference must be validated by formal submissions including all necessary supporting documentation. You must provide acceptable documentation of your preference or appointment eligibility. Acceptable documentation may be:

1. A copy of your DD-214, "Certificate of Release or Discharge from Active Duty," which shows dates of service and discharge under honorable conditions.
2. A "certification" that is a written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed.
3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online.

NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.
