Duties

Help
  • You will guide development and implementation of CO capabilities providing technical integration throughout the enterprise to achieve common data, information management, and business practice strategies and standards.
  • You will assist in the coordination of cyberspace offensive capabilities and infrastructure funding providing fiscal and budgetary execution oversight for capabilities promulgating intelligence cyberspace investment recommendations.
  • You will define and issue United States Marine Corps (USMC) cyber-related capabilities as well as architecture standards and policies in accordance with applicable standards and guidelines.
  • You will represent the Commander, U.S. Marine Corps Forces Cyberspace Command (COMMARFORCYBER) at senior-level National, Joint, DoD, DoN, and inter-service councils, committees, and forums.
  • You will address cyber-related technologies, issues, future requirements, and solution sets at senior-level National, Joint, DoD, DoN, and inter-service councils, committees, and forums.
  • You will facilitate strategic technology planning and cyberspace program requirements analysis, concept development, and solution delivery for the Marine Corps portion of the DoD Information Network (DoDIN), Marine Corps Enterprise Network (MCEN).
  • You will engage and collaborate with appropriate parties determining the equipment, processes, and facilities needed, organizing appropriate teams, coordinating with managers and supervisors, and resolving conflicts.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to possess and maintain TS/SCI security clearance prior to entrance on duty. Failure to possess and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Cyberspace Workforce position, work role code 611, 804, 901, proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • A counterintelligence polygraph is required and a non-disclosure agreement must be signed.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)

1. Demonstrated success in managing enterprise-wide cyberspace and/or cryptologic Operations capabilities and infrastructure systems for a complex organization including cyberspace investment management, network design and development, network and systems operations, and information system security and assurance.

2. In-depth understanding of task force-level cyberspace and/or cryptologic technologies.

3. Demonstrated knowledge of key technical issues in Information Technology and the ability to promote Information Technology system solutions while leveraging state-of- the-art advances.

4. Demonstrated success in providing authoritative direction and leadership of a multi- faceted cyberspace organization with varied customers, clients, and stakeholders. Also possesses the ability to manage projects and programs to accomplish enterprise architecture goals/objectives.

5. Verbal and written communications skills including outreach to agencies, industry, and academia as well as a demonstrated capability to successfully formulate and/or defend a program or position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

This position is a Senior Level position in the federal government. Senior Level employees are in non-executive positions whose duties are broad and complex enough to be classified above GS 15 level. Senior level positions involve highly specialized and complex work.

This position is not covered by the Department of Defense Priority Placement Program.

The Ad-hoc Executive Resources Board (AERB) will review results and make recommendations on final selections to the approving authority.
