Duties

Help

  • Assist with coordinating the development, implementation, and maintenance of IT infrastructure systems within the court. Assist in ensuring the court's IT infrastructure provides a responsive, reliable, and secure environment for delivering all Judiciary-developed and/or approved commercial off-the-shelf applications and systems. Assist in recommending and implementing changes and upgrades to improve systems, and lower recurring costs.
  • Assist with the management, development, and mentoring of IT staff responsible for the court's automation infrastructure, which includes the local area network (LAN), voice over Internet Protocol (VoIP) telephony, telecommunications, courtroom technology (audio, video, and evidence systems), servers, workstations, office automation, equipment monitoring systems, and automation security systems. Recommend appropriate training for staff and ensure they are cross-trained to the extent possible to maintain infrastructure reliability.
  • Assist with the establishment of infrastructure standards, assign and review work, evaluate performance, manage workflow, establish priorities, manage multiple work assignments, and set deadlines for the infrastructure staff. Assist with the development and implementation of short-term and long-range IT infrastructure improvement plans.
  • Assist in specifying, installing, configuring, upgrading, maintaining, and supporting the court's windows server and desktop environments so systems are available, operating at peak efficiency, reliable, responsive, and secure to all end users.
  • Serve as primary technical administrator for CM/ECF and other national and locally developed applications. Provide technical CM/ECF systems support and administration, including installing and updating applications that interface with CM/ECF.
  • Design, modify, adapt, and enhance existing software via programming to correct errors, allow adaptation to new hardware, or to improve performance of the software. Create and maintain data dictionaries. Develop and perform software system testing and validation procedures and documentation.
  • Install and test new versions of CM/ECF. Develop, manage, and test backup and recovery plans. Develop special management reports for different elements of the court unit, as needed.
  • Maintain and develop web-based programming scripts and applets, such as JAVA, that will interface with CM/ECF system. Maintain and develop application programming interfaces (APIs) to facilitate CM/ECF communicating with other external judiciary-approved applications.
  • Install, configure, test, manage, and support new or revised releases of national and locally developed or customized systems interfacing with or running in the Linux operating environment. Install modification requests/security patches to national and locally developed or customized systems interfacing with or running in the Linux operation environment.
  • Apply knowledge of applicable programming languages, databases, application design, computer systems, and networks. Exhibit skill in determining causes of operating errors and generating or adapting programs, equipment, and technology to serve user needs.
  • All other duties as assigned.

Employees of the United States Bankruptcy Court are "At-Will" employees and are required to adhere to a Code of Conduct for Judicial Employees. All appointments subject to mandatory electronic funds transfer for payment of net pay. Applicants selected for interviews must travel or relocate at their own expense.

Qualifications

MINIMUM QUALIFICATIONS:

  • A bachelor's degree from an accredited college or university in Computer Science, Information Systems, or a related field, or relevant certifications.
  • At least five years of specialized experience with systems administration; administration of virtualized server environments; and securing, supporting and maintaining data networks.
  • Experience with Microsoft Windows domain administration, Microsoft licensing and client deployment. Expertise in implementing, configuring, and testing IT solutions.
  • Comprehensive knowledge of the Linux platform and demonstrated experience successfully managing, fine-tuning, and maintaining a Linux server.
  • Excellent oral, written, and interpersonal communications skills.
PREFERRED QUALIFICATIONS:
  • Familiarity and experience with the administration and end-user operation of CM/ECF, CHAP, eOrders, and other applications used in the judiciary system.
  • Prior experience managing a group of dynamic IT infrastructure professionals that cover a broad range of responsibilities.
  • Prior demonstration of strong project management skills.

  • A bachelor's degree from an accredited college or university in Computer Science, Information Systems, or a related field, or relevant certifications.
