Duties

Help
  • Establishes and maintains processes to communicate changes in policies and procedures and issues of sensitive or general concern to all of the FAO staff.
  • Managing audit planning process: Reviews requirements and program plans developed by subordinate audit teams and coordinates RAM review.
  • Audit oversight: Provides technical advice and assistance to audit teams during the course of audits. Visits audit sites to review and assist in the supervision of the audit work.
  • Establishes FAO procedures to review the quality of audit programs, working papers, and audit reports to measure compliance with Agency, PAO, and professional auditing standards.
  • Effectively communicates DCAA audit services and maintains effective audit liaison and working relationships with procurement and acquisition officials within DoD and non-defense agencies for whom reimbursable audit work is performed.

Qualifications

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Basic Requirements:
Degree:
accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law).
OR
Combination of education and experience:
4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.

Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as serving as a supervisory auditor responsible for planning, organizing and directing audit team work; conducting quality assurance review of auditor work papers and reports, and presenting review results to upper management; providing technical staff assistance and guidance to field audit offices in a variety of complex and highly technical audit program areas; planning and conducting technical, complex and comprehensive audits demonstrating an expert knowledge of audit standards.

Defense Acquisition Workforce Improvement Act (DAWIA) Certification Program: As a condition of employment, the selectee must meet the requirements of the DAWIA Certification Program. The selectee must obtain the required certification within the specified grace period for their applicable certification level, except that designated Key Leadership Positions at the GS-14/15 levels require certification completion at the time of assignment.

Background Investigation: All selectees will be subject to a Single Scope Background Investigation (SSBI). You must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level and eligibility to obtain Special Access Programs. You will be subject to a random counterintelligence scope polygraph.

Financial Management (FM) Certification Program: As a condition of employment, the selectee must meet the requirements of the DoD FM Certification Program. The FM Certification Program is a course-based program consisting of three certification levels. Level 3 certification must normally be completed within two years of the selectee's employment start date.

Financial Disclosure: Completion of an Office of Government Ethics (OGE) confidential financial disclosure form 450 is required for this position.

Selective Service: Males born after 12-31-59 must be registered or exempt from Selective Service (see www.sss.gov).

Initial Probationary Period: You will be required to serve an initial probationary period of 1-year if one has not already been completed. You will be required to serve a supervisory/managerial probationary period of 1 year unless one has previously been completed.

Telework: Telework availability will be based upon the mission requirements and supervisory determination.

PCS: Relocation expenses reimbursed - Yes - You may qualify for reimbursement of relocation expenses in accordance with agency policy. Relocation expenses will be offered based on agency staffing needs and budgetary availability.
