The primary purpose of this position is to serves as a principal advisor on Department of the Air Force (DAF) appropriation
legislative liaison and guides the DAF, including both USAF and USSF, through the congressional appropriations process. The executive manages congressional relations for the SEACAF, CSAF, CSO and is a key advocate for all DAF priorities.

Duties

Help

  • Identifies key engagements necessary to support agency appropriation priorities, aligning priorities to congressional processes and timelines to support legislative action.
  • Works across the DAF to identify leadership priorities; and lead advocacy of those funding and policy priorities before congressional defense appropriation committees.
  • Develops and executes DAF leadership congressional appropriations engagement strategy to garner congressional support for agency priorities.
  • Primary interface between the DAF, Department of Defense (DoD), and the White House regarding plans, policies, procedures, and
    the evaluation of current and future budgetary and policy needs.
  • Provides high quality and time-sensitive analysis of legislation-particularly appropriations, budget and regulatory
    legislation-and aids in developing the DAF's position on proposed legislation.
  • Guides the development and scheduling of DAF congressional testimony, briefings, response to Congressional inquiries and reports to Congress, keeping congressional committees fully apprised of agency activities.
  • Advises SAF/FML and other key agency senior leaders for DoD budget and appropriations briefings, and congressional posture hearings, budget rollout briefings, appropriations and audit-related hearings, and congressional engagements with key members and staff.

  • Selected candidate must file a Executive Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978
  • Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret clearance
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

This HQE will support both USAF and USSF, with majority of the focus with the USSF.

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, broad experience and character needed.

  • Thorough knowledge and understanding of finance, budget and appropriations law, policy, formulation, procedures, methods, analysis, and process.
  • high level of personal initiative, creative problem solving skills, and the ability to rapidly formulate and communicate decisions, build and maintain strong working relationships with senior officials and present and defend independent positions at the highest levels of government.
  • Ideal candidate will possess the ability to gather information and coordinate amongst different stakeholders, work in a fast-paced environment under significant pressure, and handle sensitive matters.
  • Ideal candidate will have experience as a congressional liaison or as congressional staff.

HQEs contribute in a variety of occupational fields, such as soft and hard sciences, engineering, technology, human resources, business, transformation, education, medicine, languages, and logistics.

HQEs may be hired to mentor, lead, oversee, direct, manage, and or consult on DoD programs and initiatives, including high profile and fast track assignments.
HQEs serve at the pleasure of the Appointing Official and may be terminated at any time. When practicable, they should be given no less than 3-days' advance notice.

Education

Education: A bachelor's degree from an accredited institution in Budget Management, Business Administration, Finance, Accounting, or Program Management is desired. A master's or advanced degree in Budget management, business-related field or political science is highly
desired.
