As a Intelligence Operations Specialist,GS-0132 -9/11/12/13 your typical work assignments may include:
Conducts analysis of all-source intelligence on counterterrorism issues with a Homeland nexus, and produces and shares finished production for a range of Federal, state and local customers in accordance with established tradecraft standards.
Identifies and researches requirements, directives, intelligence databases, and various ancillary sources to gather and disseminate intelligence information in support of Departmental priorities, ongoing or emerging intelligence program or project requirements, and to inform decision making efforts on counterterorrism-related issues.
Prepares and delivers oral and written presentations to internal and external consumers, participates in briefings and discussions on counterterrorism and homeland security issues, and serves as a branch and/or CTC representative for meetings, working groups, and forums.
Develops solid relationships within and outside I&A to inform understanding of threats and counterterrorism issues, and forges robust relationships with key state, local, tribal, territorial, private sector, and federal partners, the DHS Intelligence Enterprise, and the IC.
This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
Overtime may be required in response to a significant event.
Qualifications
Specialized Experience:
To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service.
For this level, specialized experience is defined as:
In addition to the requirements for the next lower grade level, expert knowledge of researching, integrating, and analyzing information, and drafting, coordinating, and completing all-source finished intelligence assessments products in line with tradecraft standards.
Advanced understanding of the intelligence cycle and experience operating in one or more areas of the cycle (intelligence gathering and dissemination, analysis; production; etc).
Advanced knowledge of a wide range of analytical and evaluative techniques used in assessing threats to homeland security.
Knowledge of the homeland security and intelligence mission and the role of intelligence reporting and analysis in the relationship between DHS, State/local governments and the Intelligence Community.
Skill in making formal presentations and representing positions on intelligence issues and methods at fora at the highest levels of government or intergovernmental coordination.
Ability to effectively communicate and coordinate efforts; reconcile differing or conflicting viewpoints; organize information and present statements of position; and to write succinctly and clearly.
Substitution of education in lieu of specialized experience may not be used for this grade level.
To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service.
For this level, specialized experience is defined as:
Ability to conceptualize, research, develop and communicate moderately complex ideas both written and verbally in order to develop all-source finished intelligence products and briefings to foster understanding of issues.
Skill in making formal presentations and representing analytic positions on intelligence issues at interdepartmental and interagency fora.
Knowledge of the homeland security and intelligence mission and the role of intelligence reporting and analysis in the relationship between DHS, State/local governments and the Intelligence Community.
Knowledge of established databases and other sources of intelligence information.
Strong customer service and interpersonal skills to collaborate, communicate, and maintain effective working relationships with both internal and external customers.
Experience: To qualify for the GS-09-11 level you must possess one of the following:
Basic skills in conceptualizing, researching, drafting, coordinating and publishing finished intelligence products.
Knowledge of intelligence collection requirements, processes and intelligence databases.
Skill in making formal presentations and representing analytic positions.
Ability to collaborate and communicate effectively with internal and external partners.
Preferred Skills
Knowledge and understanding of the counterterrorism mission and its relationship to Homeland Security
Knowledge and understanding of I&A and the DHS Intelligence Enterprise
Additional information
This is a permanent appointment position that is classified in the Excepted Service under Title 50 and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.
