Duties

Help

As a FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-9/11/12 some of your typical work assignments may include:

  • Plans, organizes, and executes financial improvement and audit remediation activities.
  • Develop accounting, audit, system, and internal control procedures and practices impacting Transportation Working Capital Fund (TWCF) financial reporting, operating results, and auditability.
  • Develops and maintains supporting documentation for remediation activities and policy revisions.
  • Collaborates with key stakeholders to improve internal controls, policies, and procedures.
  • Performs analysis of data sets in Enterprise Resource Planning (ERP) systems sets, investigates discrepancies, system capabilities and determines causes, and resolution of issues.

Qualifications

This vacancy announcement covers 3 grades: GS-9, GS-11, and GS-12. Read carefully the following Specialized Experience qualifications for each grade level to determine which grade to apply for.

1. You may qualify at the GS-9, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-7 grade level in the Federal service, military, or private sector:

  • Demonstrating the ability to analyze problems, interpreting findings, and develop and modify accounting and audit methods and techniques to resolve a variety of issues;
  • Demonstrating the ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy;
  • Knowledge of United States Generally Accepted Accounting Principles (GAAP), Financial Accounting Standards Board (FASB), American Institute of Certified Public Accountants (AICPA), professional accounting organizations, National Institute of Science and Technology (NIST), Committee of Sponsoring Organizations (COSO) Internal Control Framework principles, concepts, practices, and trends for accounting, auditing, risk management, budget operations, and project management is highly desirable; ***OR***
B. A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; ***OR***

C. Some specialized experience as described in 1.A above, but less than one year; and you have more than one year but less than two years of education as described in 1.B above. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

2. You may qualify at the GS-11, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-9 grade level in the Federal service, military, or private sector working closely with the supervisor in:
  • Utilizing ERP systems and capabilities within ERP systems to research, Work in researching data sets; knowing system capabilities and how they relate to larger data sets, and how to identify and reconcile issues.
  • Working with Oracle or System Applications and Products (SAP) in Data Processing Business Systems to process and run a successful organization.
  • Performing financial and/or compliance audit remediation activities to include performing root cause analysis to identify breakdowns in processes and systems that contributed to the event and how to prevent future events.
  • Maintaining, enhancing, and evolving financial business and accounting business process to improve financial management, analysis, reporting, and auditability across the enterprise.
  • Demonstrated comprehensive knowledge of OMB A-123 or Sarbanes-Oxley Act is highly desirable; ***OR***
B. A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; ***OR***

C.
Some specialized experience as described in 2.A above, but less than one year; and you have more than one year but less than two years of education as described in 2.B above. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

3. You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service, military, or private sector:
  • Independently utilizing ERP systems and capabilities within ERP systems to research, work in researching data sets; knowing system capabilities and how they relate to larger data sets, and how to identify and reconcile issues.
  • Independently working with Oracle or System Applications and Products (SAP) in Data Processing Business Systems to process and run a successful organization.
  • Independently performing financial and/or compliance audit remediation activities to include performing root cause analysis to identify breakdowns in processes and systems that contributed to the event and how to prevent future events.
  • Maintaining, enhancing, and evolving financial business and accounting business process to improve financial management, analysis, reporting, and auditability across the enterprise.
  • Demonstrated comprehensive knowledge of OMB A-123 or Sarbanes-Oxley Act is highly desirable.
B. Substitution of education may not be used in lieu of specialized experience for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame.
