Summary

The incumbent serves as the Community Care Program Manager for VISN 7. The Community Care (CC) Program Manager reports to the Medical Director (Physician) of Clinical Care Coordination and is responsible for planning, developing, and executing actions to ensure the various healthcare business operations relevant to Community Care are effectively standardized and coordinated throughout the Network.

Help

Major duties include, but are not limited to:

  • Serve as the responsible leadership official for all aspects of community care program lines and operations to include Community Care, RCI, and Collaboration with Payment Operations Management (POM).
  • Maintain current knowledge of the Network's field and headquarters office operations and procedures and must be cognizant of all community care-related issues in the Network. Incumbent may represent the Chief Medical Officer and/or the Network Director at meetings of community and government leaders.
  • Develop and implement long and short-term goals and plans, which include identifying needs and potential operational issues through analyzing community care workload, expenditures, trends, and national VA policy implications.
  • Apply specialized knowledge of health care leadership to the planning, organization, and evaluation of the delivery of all services within community care.
  • Collaborate with Network leadership, Medical Center Directors, Chiefs of Staff, and others to develop and implement Network-wide and national policies and procedures. Encourages administrative innovation at individual Network sites as well as between Networks and disseminates successes throughout the Network and VHA as appropriate. Actively participates in the resolution of conflicts between local needs and Network priorities and VA requirements as warranted. Supports VA (Veterans Affairs) and VHA mission, goals, and objectives and actively work towards implementation of these within the Network.
  • Make decisions and recommendations to network executive leadership that have a direct impact on the quality of medical care provided to Veterans at all facilities and clinics in VISN 7.
  • Contribute to the improvement of patient satisfaction, productivity, effectiveness, and efficiency in program operations and administrative support activities at all VISN 7 facilities and clinics. Work may affect how the sites conduct their business and the health care of Veterans and their families in the area.
  • Serve as the VISN lead and subject matter expert on all matters related to all areas related to community care and referral coordination.
  • Serve on various Consortium, VISN and National committees, as requested/assigned by senior leadership.
  • Function as a consultant to leadership and Integrated Clinical Communities (ICCs) on community care related areas and program/services.
  • Interprets highly complex policies, generates reports that are delivered to upper management in headquarters.
  • Conducts studies and projects that are diverse and intense in nature and often require input and assistance from departmental or VHACO program offices.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/24/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing expert counsel to health care management officials by analyzing, evaluating, and advising on coordination of Community Care Program, preparing briefing documents and making presentations to senior managers, ability to provide oversight and leadership to all community care and referral management clinical and administrative activities, preparing proposals and developing a clear understanding of all laws and regulations governing the leadership of a complex healthcare program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is performed in an office setting; there is also an option to telework. The position requires that the incumbent travel for a significant amount of time, both within the VISN geographical area as well as national meetings, to conduct analyses, studies, assess program and training needs, and to administer current and future program initiatives.
