Duties

As the Director for Enterprise Workforce Planning, you will:

  • Direct the development and administration of the OCC's Workforce Planning programs, policies, and activities.
  • Direct the establishment of Workforce Planning goals and objectives in support of the OCC's strategic plan.
  • Direct the establishment of systematic processes for identifying and addressing gaps between current workforce structures.
  • Direct the development of functional competencies for professional, administrative, and technical occupations and integrates them into broad workforce planning requirements. Lead the identification of competency or training gaps, as well as suitable training to close the gap.
  • Serve as policy advisor to the Deputy Comptroller for Human Capital on all issues involving Workforce Planning program policies and requirements, proposed organizational structure, funding needs for training and development, career program structure, and overall professional development to meet all OCC future organizational requirements.
  • Direct the assimilation and analyses of workforce trend data from Federal government sources and databases to project future workforce trends, conducts maturation studies and identifies resource requirements.
  • Supervise and direct staff in administrative and program matters. Make personnel decisions and provides training and developmental opportunities.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

  • Complete a one-year supervisory or managerial probationary period (unless already completed).
  • Complete a background investigation (unless already completed).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Travel occasionally to attend conferences and/or training.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File an OCC Financial Disclosure Form.
  • Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:
To qualify for the NB-VII level, you must have specialized experience equivalent to the next lower level, NB-VI or GS-14 in the federal service.

Examples of specialized experience for this position includes:

  • Leading workforce planning program activities and initiatives (Examples may include developing gap reduction strategies, analyzing the current workforce, identifying future workforce needs and succession planning).

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Education cannot be used to qualify for this position.

  • This position is excluded from the bargaining unit.
  • Salary range includes 25.72%geographical pay.
  • Total pay cannot exceed applicable pay cap, which is $308,300 for 2025.
