Duties

Help
  • Develops performance standards and evaluates work performance of employees.
  • Provides advice, counsel, or instruction to employees on work and administrative matters.
  • Consults with key managers and stakeholders to ensure that all implications are identified, weighed, and considered in study with effective and efficient resource use and distribution.
  • Identifies areas with potential for Bureau/Departmental-wide application and coordinates with other Bureau offices, as appropriate to foster common Bureau business and operational practices.
  • Obtains and/or develops models for managing various issues, identifies and resolves program barriers to achieving goals.
  • Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, and processes.
  • Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment.
  • Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving program objectives.

  • The selectee may be placed in one of the following organizations: Division of Decision Support, Planning and NEPA (HQ210), Division of Forest, Range and Vegetation Resources (HQ220), or Wildlife Conservation (HQ231).
  • Location and organizational placement for the incumbent will be made at the time of selection.
  • If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity. Specialized experience is defined as: (1) directing and managing development of procedures and guidelines for: the effective land use planning and NEPA analysis; OR protecting and restoring forest, range and vegetation resources; OR wildlife conservation and threatened and endangered species; (2) experience assisting in the development of budget, policies, procedures and guidance for all aspects of natural resource programs; (3) experience managing communications and procurement actions for natural resource disciplines; and (4) experience tracking progress and quality of assigned projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
