As Chief of Staff, the incumbent provides technical expert advice and guidance to the Associate Administrator for Security Hazardous Materials Safety and the ASH Senior Leadership Team on establishing ASH policy, management oversight, and coordination of the operations and programs of ASH. Maintains lines of communication between the Deputy Associate Administrator and other ASH executives and managers across the organization. Responds to inquiries and manages the dissemination of information and action items requiring the immediate attention of the Associate of Deputy Associate Administrator. Confers with all elements under the Deputy Associate Administrator's executive direction on technical and administrative matters requiring final determination by the Deputy.


Oversees the development of Associate or Deputy Associate Administrator's testimony, briefings, and reports to Congress on security­ related matters that impact the National Airspace System (NAS). Identifies, reviews, evaluates, and develops information to be presented. Anticipates congressional reactions and ASH's response to briefings, testimonies, and reports. Ensures proposed legislation reflects ASH and FAA interests.

Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating the performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. Provides expert analyses and recommendations regarding broad and often complex technical issues involving internal management systems and functional area assignments. Ensures appropriate coordination of assignments within ASH, FAA, and DOT. Collaborates with functional area managers to ensure the senior executive management team functions as a cohesive, high-performing team when providing shared services.

Provides expert advice and guidance to internal and external customers to address diverse, complex security-related issues that impact the NAS and often cross multiple programs and/or functional areas. Conducts formal and informal discussions with all levels of technical and managerial personnel concerned with or impacted by ASH programs. Represents ASH in contact with key officials from other organizations to address cross-organizational issues. Ensures deadlines are met. decisions are supported by comprehensive staff work, and critical actions are timely and appropriately coordinated. Evaluates the effectiveness of ASH programs in meeting objectives and make recommendations to the Associate or Deputy Associate Administrator to remedy deficiencies.

Leads complex planning initiatives that affect critical, highly-visible ASH programs and organizations. Provides leadership in the review of policies, procedures, and programs affecting headquarters and regional/center operations and programs; and ensures effective interaction, collaboration, integration, and exchange of information. Develops and approves solutions to current and anticipated problems which cross-organizational lines and disciplines. In doing so, considers technical, budgetary, regulatory, and political issues that involve other organizations inside and outside the FAA. Participates in developing solutions to FAA-wide problems. Interprets, communicates, and promotes awareness of new FAA initiatives and statutory programs.

Work is typically governed by established policies, procedures, and mission objectives, leaving considerable room for discretion. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-K, FG/GS-15 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

  • Experience providing advice and guidance to senior management officials on complex issues regarding internal operations and security-related programs.
  • Experience leading strategic planning activities establishing policy, management oversight, and coordination of the operations and programs of an organization.
  • Experience preparing Congressional testimonies, briefings, and reports on security-related matters.
