Duties

Help
  • You will provide technical oversight and expertise in the administration of the Installation Restoration Program and Underground Storage Tank Program.
  • You will provide scientific and technical evaluation of proposals for the investigation and remediation of soil and groundwater contaminated sites prepared by consultant engineering firms in an effort to select the optimal remedial strategy.
  • You will prepare and executes technical work plans and reports for environmental projects that are suitable for submittal to state regulatory agencies.
  • You will provide technical oversight for numerous and diverse environmental investigation and remediation projects
  • You will serve as a Air Station technical spokesperson during inspections and site visits by Environmental Protection Agency, state, and Department of Defense officials.
  • You will review groundwater contamination, hydrogeology, and other environmental reports for technical and scientific accuracy.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Professional knowledge of theory, principles, and practices of hydrology and hydrogeology, particularly as it applies to complex investigations of soil, surface water and ground water contamination due to hazardous and toxic waste releases and/or other sources; Ability to apply statistical techniques to evaluate chemical and hydrogeological data; ability to apply and interpret environmental laws and regulations to assess their impact on environmental media; skill in applying and interpreting environmental laws and regulations to assess their impact on Resource Conservation and Recovery Act compliance and corrective action and Underground Storage Tank (UST) Programs; Understanding of physical and chemical interaction of soil/bedrock with polluted surface/ground water; knowledge of approved techniques of data collection and instrumentation for soil/groundwater investigations; knowledge and skill sufficient to evaluate complex environmental data from ongoing or planned environmental studies and to adapt standard practices, equipment, or techniques of environmental investigations to practical applications; disposal of hazardous and non­hazardous waste as it applies to investigative derived waste and remediation waste produced from environmental projects; Understanding of human health and ecological risk assessments for the evaluation of remediation options and Ability to plan and conduct a program to restore groundwater quality, address impacts and contaminated sites on current and future missions, and protect drinking water supply for future use, all under limited supervision.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

Successfully completed a bachelor's degree or higher in physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.

OR

A combination of experience and education in physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels, plus appropriate experience or additional education.
