Help

As a Program Development Director, you will:

  • Serves as the principal advisor to the DA and DA and provides direction on a statewide basis, for the management, implementation, program direction, and coordination of all phases of new and existing Federal-aid highway programs in planning, finance, safety, and intelligent transportation systems (ITS).
  • Provide information and guidance on the interpretation, application, and implementation of Federal laws, regulations, and policy relating to assigned program areas to the North Carolina Department of Transportation, cities, counties, other agencies, MPOs, and the public.
  • Provide leadership in development and implementation of Division strategic planning and program management activities including development of annual Unit Plan, stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, implementation of a performance-based planning and programming process, and identification and tracking of performance measures and the associated reporting processes.
  • Direct staff activities necessary to implement strategic goals and objectives for assigned program areas. Directs staff activities and resources necessary to review programs for effectiveness and compliance with Federal laws, regulations, policy, and best practices and ensures that staff activities achieve strategic goals and objectives.
  • Direct staff activities to develop and maintain coordination with Federal Transit Administration (FTA), other modal administrators, and the Environmental Protection Agency (EPA) in the advancement of intermodal programs and projects and in implementing air quality programs.

CONDITIONS OF EMPLOYMENT:

  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • TELEWORK ELIGIBILITY:  This position may be eligible for occasional and/or regularly scheduled telework.  The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience performing program management principles and practices relating to Federal-aid surface transportation programs; AND
  • Experience in providing program oversight and conducting process reviews and strategic planning, specifically, experience working with the Strategic Plan, Strategic Implementation Plan, Unit Plan, and program and risk assessment process.

  • Written Communication- Writes in a clear, concise, organized, and convincing manner for the intended audience.
  • Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
