This position is located in the United States Agency for Global Media (USAGM) within Voice of America (VOA), China Division. The incumbent will serve as the Supervisory International Broadcaster of the China Division. The incumbent will be responsible for the Divisions programming, marketing, management, budget, and administrative issues as well as providing the capability for fast response to many priorities and initiatives in international broadcasting.

Qualifications
Screen out factor: Applicant must have fluency in both English and Mandarin or Cantonese languages that enables you to speak, read, write, report, and translate in both languages. This language screen out factor MUST be listed in your resume to receive consideration.
Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-14 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.
Expertise in strategic planning, including the development and oversight of strategic policies, objectives, goals, and accomplishments in support of agency's mission.
Expertise in the area of overseeing the production of programming and content.
Expertise with audience research and development strategies.
Extensive or broad experience with agency budget, hiring and personnel procedures, and all aspects of FTE and Personnel Service Contractor (PSC) recruitment, team development and management of personnel records.
Expertise covering a variety of topics concerning China such as international relations, economics, culture, and socio-political development.
