Duties

As a GS-0306-14 Government Information Specialist, your duties will include but are not limited to the following:

1. Managing the ARPA-H Freedom of Information Act (FOIA) and Privacy Act (PA) programs, including planning, designing, and executing FOIA and PA activities.
2. Reviewing and analyzing highly complex and controversial FOIA and PA requests and making determinations to grant or deny requests.
3. Processing FOIA and PA appeals.
4. Ensuring that disclosures do not result in harm to the organization, an individual or the government or impede the operations of a program.
5. Advising, guiding, and assisting Mission Offices and reporting staff on specific FOIA and PA requests and problems in the interpretation of guidelines and regulations.
6. Preparing briefing and analytical memoranda for the supervisor concerning denials or records at the initial response state, basing nondisclosure decisions on legal precedents and statutory provisions ( e.g., the nine exemptions of the FOIA).
7. Writing policy memoranda, internal procedures, and memos for the record explaining, supporting, and defending appeal decisions.
8. Presenting and conducting and/or participating in training seminars in the administration of FOIA and PA for ARPA-H staff at all levels.

Qualifications

You qualify at the GS-14 level, if you meet one of the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating FOIA and PA requests to determine whether to release or deny material based on law and policy; researching and reviewing pertinent materials and case law for appeals of denials to prepare final decisions; consulting with appellants and/or their representatives to attempt to resolve appeals through negotiated information action or partial release; composing official letters of denial citing specific reasons for nondisclosure and those sections of FOIA, PA, and Department regulations that provide the statutory, regulatory, and policy authorities for nondisclosure.

  • ARPA-H may repay certain outstanding Federally insured student loans to facilitate the recruitment and retention of highly qualified people. Recipients will be determined on a case-by-case basis based on organizational need, specific case justification, and budget limitations.
