Summary

This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent will be responsible for assisting the Program Chief in the development, implementation & management of the Freedom of Information Act (FOIA), Privacy Act (PA), Civil Liberties (CL) and Mandatory Declassification Review (MDR) programs for USTC. In the absence of the Program Chief, be able to manage all aspects of FOIA, PA, CL and MDR requests received by the PA office.

As a GOVERNMENT INFORMATION SPECIALIST at the NH-0306-3 some of your typical work assignments may include:
Serves as program manager and principal advisor to the USTRANSCOM Commander, Deputy Commander, Chief of Staff, Directors, Command Group (CG) Chiefs, and the IDA on all matters involving the FOIA and MDRs. Serves as the USTRANSCOM subject matter expert and senior management analyst on FOIA and MDR Programs, occupying a key position that influences public access to U.S. Government information.

  • Serves as the Program Manager and principal advisor to the USTRANSCOM Commander, Deputy Commander, Chief of Staff, Directors, and CG Chiefs on all matters relating to the PA Program and the CL Program. Serves as the USTRANSCOM subject matter expert and senior management analyst on the PA and CL Programs issuing USTRANSCOM-wide program policy and providing oversight on total program compliance, occupying a key position that influences the securing of Servicemembers' and Federal civilian employees' personally identifiable information (PII) and Constitutional privacy rights.
  • Responsible for providing technical, program, and analytical expertise in the operations and management of the PA and CL Programs and coordinates, as necessary, with the TCJA chain of command, including the PS Division Chief and Senior Component Official for Privacy (SCOP).
  • Exercises supervisory personnel management responsibilities. Leads, advises, trains, and provides counsel to one subordinate Government Information Specialist regarding policies, procedures, and management directives.
  • Performs other duties as assigned, including but not limited to administrative, automation, and liaison work in support of TCJA. Provides advice and guidance to TCJA staff on administrative, clerical, and procedural requirements and instructions. Prepares, reviews, processes, and finalizes a wide variety of incoming and outgoing (recurring and non-recurring) correspondence, reports, publications, regulations, studies, and other documents.

Qualifications

You may qualify at the NH-03, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service:

  • Experience using policies, procedures, Executive Orders, and regulations to provide guidance on management and administration of the FOIA and PA programs, to include experience using recent FOIA, MDR PA, and CL developments (e.g., court decisions and legislation).
  • Experience performing a full range of computer technology tasks, including word processing, production of visual aids and spreadsheets, web-site maintenance, information storage and retrieval, and other tasks applicable to the FOIA, MDR, PA, and CL programs using a variety of databases or automated records.
  • Experience with records management and procedures of Federal information depositories, which maintain technical, professional, and other specialized documentation of interest to the public.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
