Help

As a Grants Management Specialist, you will perform the following duties:

  • Provide expert advice on grants management and cooperative agreements and responsibility for the planning, implementation, and management of grants management programs. Oversee processing of award actions, review award documents and progress reports, develop special award conditions, coordinate with office project and program leads, and ensure cooperative agreement actions meet organization deadlines. Provide support with decision making or judgement regarding contracting or procurement.
  • Advise key personnel on policies, processes, and timelines for the successful execution of grants and agreements. Provide guidance in negotiation, preparation, and administration by interpreting the impact of new laws and regulations. Develop and/or conduct assessments pertaining to the efficiency and productivity of the office's grants program, through the use of internal reviews. Recommend changes to improve management practices, work methods, and efficiency within the office's business operations team.
  • Lead the office's processing of Interagency Agreements (IAA) and Memorandums of Agreement (MOA), coordinating with office staff, federal and non-federal partners, and the National Oceanic and Atmospheric Administration (NOAA)/Department of Commerce (DOC) General Counsel. Develop, implement, and maintain IAAs and MOAs, including tracking and monitoring status of agreements. Provide technical leadership, staff coordination, and consultation in areas such as financial agreements principles, policies, and procedures and pre-award and post-award functions, implementing new developments, and providing policy interpretation to stakeholders.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-4 pay band is equivalent to the
GS-13/14 grade level.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. EDUCATION: This position does not have a positive education requirement.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-4 or GS-13 level:
SPECIALIZED EXPERIENCE: Applicants must possess at least one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 grade level in the Federal service. Specialized experience MUST include all of the following:

  • Providing guidance and participation in developing grant proposals, cooperative agreements, or awards;
  • Recommending or implementing changes to policies, procedures, or practices to improve efficiency of grants management programs; and
  • Developing, implementing, maintaining, or processing financial agreements for an office.

Additional information

Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5 ($161,890- $195,200) which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5.

CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100. Category rating will be used in the ranking and selection process for this position. The quality categories are Gold, Silver, and Bronze.
