Duties

Help

  • Develops, recommends and implements nationwide policies, procedures and specialized employee programs for which no specific guidelines or criteria have been developed. Serves as expert advisor to both management officials and employees in matters pertaining to disciplinary and adverse actions, leave, and performance management issues.
  • Responsible for facets of the Corporation's labor management relations activities, including petition campaigns and elections, consultations, negotiations, contract administration and third party proceedings. Serves as a management advisor in dealings with labor organizations. Assists in developing the Corporation's position with respect to negotiation impasses, negotiability disputes, unit determination questions, unfair labor practice charges, grievability, and arbitrability matters. Assures that all contractual or statutory obligations to labor organizations are fulfilled.
  • Analyzes and resolves particularly complex and sensitive problems and issues. Provides staff advisory services on FDIC-wide issues pertaining to the potential impact of negotiations and third-party decisions concerning management rights as defined in statute. Assesses the potential impact and precedent-setting implications of pending disputes before third-party authorities.
  • Responds to technical and other questions concerning employee and labor relations. Performs special assignments or projects. Prepares correspondence for Headquarters' management officials on a variety of human resource management matters.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-12 grade level or above in the Federal service. Specialized experience is defined as experience applying and developing labor or employee relations policy, preparing disciplinary and adverse actions, communicating guidance and advice, applying union or agency grievance procedures, and conducting union negotiation and contract administration.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 30.86% to a high of 33.94%.   2. Ability to provide guidance and advice to management on the implementation and application of negotiated agreements and to balance labor and employee relations requirements against management goals.
  3. Skill in oral communication to provide advice and guidance to others, brief senior management and conduct other oral presentations on human resources management problems and issues.
  4. Skill in written communication to develop guidelines, policies and other documents on personnel management issues concerning employee and labor- management relations.
